The Naval Civil Engineer Corps Officers School (CECOS) piloted a new Naval Construction Force Chief Petty Officer Leadership Course March 29 through April 9 in Port Hueneme, Calif.

Naval Construction Force Chief Petty Officer Leadership (A-710-0021A) is a facilitated instructor led training course for all active and reserve component Chief Petty Officers assigned to the Naval Construction Force (NCF). Its goal is to provide the knowledge and skills to refine character in line with the CNO’s Leadership Framework and in concert with the Naval Facilities Engineering Systems Command’s (NAVFAC) 12 Character Attributes for Expeditionary Sailors. It directly supports the Navy’s Career Long Learning Continuum and is in direct support of the Navy Expeditionary Combat Command (NECC) goal to better enable Chief Petty Officers to manage and lead in an expeditionary environment.

Ten active duty and reserve Chief Petty Officers participated in the pilot course, which was facilitated by CECOS instructors Master Chief Angel Cano and Master Chief Michael Saenz.

“The Chief Petty Officer Leadership Course prepares the active duty and reserve Seabee Chief Petty Officers for the transition from lead technician and crew leader to first level manager in the NCF or shore establishment,” said Cano. “This course provides the basic management skills and attitudes necessary for the effective supervision of subordinates, competent response to direction of seniors and proficient interaction with peers.”

“The new course is a revision to the school’s old Seabee CPO Management course,” said Mr. Richard Medina, the Project Manager who oversaw development of the revised course for the Center for Seabees and Facilities Engineering (CSFE). The revision is a result of a Training Requirements Review in held 2018, and subsequent Job Duty Task Analysis that identified a need for updated course material. The new material was developed by CSFE with the assistance of subject matter experts from around the NCF, and in coordination with stakeholders at NECC and NAVFAC.”

“This course provided me with various tools I can use and pass on to the junior Sailors,” said Chief Utilitiesman Eric Gonzalez. “I especially learned how to emphasize and take into account the perspective of others. This course is a must for every new Chief, the lessons learned are indispensable.”

Commands can request course quotas for Naval Construction Force Chief Petty Officer Leadership and find additional information by accessing the Catalog of Navy Training Courses (CANTRAC).

CECOS provides Seabees, civil engineer corps officers, facility engineers and environmental professionals with the necessary skills, knowledge, and education to enhance lifelong learning and to provide quality support to the fleet.
