A collaborative relationship with the Department of Defense’s largest packaging applications testing facility is helping Tobyhanna Army Depot (TYAD) better support the Armed Forces.
Depot personnel are working with the Army Sustainment Command Packaging, Storage, and Containerization Center (PSCC) on several different missions. PSCC is one of thirty-seven tenant organizations on the installation and provides worldwide technical assistance to a variety of customers in order to improve and sustain Army Readiness across the Enterprise. The cooperative efforts are directly aligned with Tobyhanna’s long-range strategic plan, Toby 2028 – specifically lines of effort devoted to increased C5ISR readiness, shaping the future, and developing relationships with other government entities.
Jason Menago, an engineer in the Production Engineering directorate, says PSCC’s team provides critical support to the depot’s foreign military sales program for the AN/MPQ-64 Sentinel, a radar that provides persistent air surveillance and fire control quality data to military personnel across the world. PSCC personnel perform a wide range of tests on Sentinel circuit card assemblies, ensuring the equipment stands up to vibration, temperature, and moisture challenges.
“PSCC plays a key role in our ability to execute the Sentinel program. Because these assets are mounted on the back of a military vehicle, it is imperative that we run multiple tests to confirm they will perform well for Warfighters in theater,” they said.
PSCC also supports many other Tobyhanna missions, including the Nett Warrior program, according to Stanley Czock, lead engineer. Czock works in the Production Engineering directorate.
“Prior to launching the new flat cables for Nett Warrior, Tobyhanna personnel worked with PSCC personnel to extensively test this new technology. This proactive, upfront testing allowed us to address any potential defects before the product reached the battlefield. Needless to say, our customer was very pleased that we could do this on site,” adding that the tenant organization provides a service vital to depot operations.
“Once equipment leaves Tobyhanna, it is extremely costly to test and troubleshoot remotely. PSCC is a valuable resource to have on-post and I am excited to work with them more in the future,” said Czock. Logistics Management Specialist Joseph Lynn agreed.
“PSCC gives Tobyhanna the capability to schedule and execute customer testing requirements on-site. Without this valuable resource, we would be forced to move the work outside the gates, impeding our ability to meet critical schedules to get equipment to our Warfighters.”
In addition to supporting Tobyhanna missions, PSCC aids multiple government agencies such as the Department of Transportation, the Defense Logistics Agency, the United States Army Space and Missile Defense Command, and the U.S. Army Combat Capabilities Development Command Chemical Biological Center. The organization is comprised of two divisions: the Logistics Testing and Applications Division (LTAD), which is responsible for packaging and hazardous materials (HAZMAT) testing, storage and distribution planning, and automatic information technology; while the Packaging and Transportation Division manages a variety of Army-centric functions ranging from the Army Materiel Command Stock Readiness Program to the Shelf-Life Management Program. According to one PSCC team member, the organization’s broad capabilities offer something for all types of customers.
“In addition to our program management and packaging services, PSCC leverages our in-house capabilities and expertise to perform testing such as enhanced water intrusion, random vibration, tensile strength, and other environmental and mechanical comprehensive tests to ensure equipment is as effective as possible for our Warfighters in the field,” said Brian Rawhouser, a general engineer in PSCC’s LTAD.
