    Center for Surface Combat Systems Unit Great Lakes Names Top Sailors/Civilian of the Quarter

    Great Lakes, Ill. (November 30, 2020) — Center for Surface Combat Systems Unit (CSCSU) Great Lakes recognizes Instructors, Sailors, and Civilian of the Quarter.

    The Sailors and civilian awarded are recognized for superior performance with emphasis on outstanding achievements, exemplary personal conduct, military bearing and demonstrated initiative in performance.

    "These awardees are among our very best," said CSCSU Great Lakes Commanding Officer Cmdr. Shaun Fischer. "They represent a high degree of insight, leadership and commitment to knowing their profession and CSCSU Great Lakes’ mission. We are blessed to have so many outstanding shining examples developing our accession Sailors and privileged to be able to recognize their efforts.”

    Senior Enlisted Instructor of the Quarter
    Chief Electronics Technician Lee Steen provided leadership and guidance to 82 military and civilian instructors in the management of 1,263 students during 87 class-ups across seven rates in the Navy’s largest technical training schoolhouse. His dedication led to the alignment of 10 master course schedules for “Heel-to-Toe” block education, eliminating all training gaps and ensured the accession supply chain to remain uninterrupted. He led 13 accession Sailors and two instructors across 228 course curriculum hours during the STG course in basic electronic theory, and achieved an overall grade point average of 91% with less than 1% attrition rate.

    Midgrade Instructor of the Quarter
    Gunner’s Mate (GM) 1st Class Emily Miller successfully led 31 Military and Civilian instructors in the delivery of 16,992 curriculum hours producing 625 rated GM. She conducted 10 instructor evaluations and filled a critical role as the GM ‘A’ school Course Supervisor identifying crucial training gaps and merged Block 1 SVTT (Surface Vessel Torpedo Tube) course into Block 0 (GM “A”) course.

    Junior Instructor of the Quarter
    Boatswain’s Mate (BM) 2nd Class Michael James organized and managed the convening of three BM “A” and 10 Surface Common Core classes, overseeing class indoctrinations and the successful graduation of 524 students certifying 13 Meritorious Advancements, 12 Distinguished Military Graduates, and 27 Honor Graduates. Additionally, he was hand-selected to represent CSCS at the 2020 Surface Navy Association’s visual identification virtual reality weekly teleconferences. He demonstrated the future of lookout training capabilities to naval leadership while promoting the implementation of Ready Relevant Learning.


    Sailor of the Quarter
    Electronics Technician 1st Class Audrey Halley led 26 military and civilian instructors in the training and mentorship of 1,110 ascension Sailors across eight Navy rates. She supervised daily classroom schedules of 26 instructors in Apprentice Technical Training courses. As Command Career Counselor, Halley managed the career intentions of 236 sailors, conducted 36 Career Development Boards, submitted 27 Career Waypoints applications, processed 12 reenlistments with three selective reenlistment bonuses totaling over $77,932.93 and 100% retention rate in the fourth quarter, seven overseas duty screenings, and two fleet reserve requests. As a Master Training Specialist (MTS) Mentor, she facilitated three pre-boards and seven final boards resulting in eight qualifications. As a Command Resiliency Team member, she assisted with the development of focus group questions and facilitated an all-female group to ensure all demographics at the command were heard equally.

    Junior Sailor of the Quarter
    Boatswain’s Mate 2nd Class Zachary Livingston led 18 instructors through 2,598 hours of training to 324 accession level Sailors in both classroom and laboratory environments. His efforts resulted in 10 Distinguished Military Graduates, 25 Honor Graduates, and 19 Meritorious Advancements. He ensures schoolhouse proficiency and meets all course objectives by conducting routine semi-annual and annual instructor evaluations. Livingston created a plan of action and milestones for five instructors; ensuring that they will stay on track to not become delinquent in qualifying Basic Instructor and MTS. He facilitated 46 hours of instructor training for his peers over basic instructor fundamentals, general military training, and current events happening throughout the Fleet.

    Civilian of the Quarter
    Jeffery Moore led the research, development and execution of the CSCSU Great Lakes Instructor Job Qualification Requirements to identify and create a mitigation plan for instructor qualification and certification because of COVID-19. He was responsible for the organization and leadership of five military instructors in the preparation of the initial Navy Instructor Training Course. As Command MTS Assistant Coordinator, he trained 29 Sailors, evaluated 16 instructors in preparation for their final qualification, and administered 28 final boards resulting in 31 MTS qualifications. As Learning Standards Officer, Moore evaluated and trained five new staff members on basic instructor qualifications. He assisted the Command Indoc Coordinator by training eight staff members in the areas of basic instructor qualifications, instructor evaluations and grading criteria, MTS and other training. Moore provided recommendations in the area of plans, policies, methods and innovations that have improved daily training operations.
