U.S. Army Reserve Brig. Gen. Vincent Barker assumed the role of Deputy The Inspector General (DTIG) Sept. 25 at the Pentagon. Barker took the reins as DTIG from Maj. Gen. Donald E. ‘Ed’ Jackson, who held the post starting in April 2018 and is retiring from Army service.
Upon completing the Inspector General School basic course on Oct. 2, Barker was sworn in by Lt. Gen. Leslie C. Smith, the 66th Inspector General of the Army.
“I think Vince brings a wealth of operational and relevant experience to the agency. Since the Army is comprised of about two-thirds in the reserve components, he can bring a strategic view of the opportunities and challenges for us,” said Smith.
Barker, a native of Crandon, Wisconsin, comes to the Office of the Inspector General after a tour as the Director of Sustainment with Combined Joint Task Force—Operation Inherent Resolve. He will assume the DTIG post until a permanent replacement arrives.
“I am excited to be the new DTIG, and part of the Army Inspector General team. As the DTIG, I look forward to continuing to great work of the Army Inspector General team by enhancing the readiness of our Army by helping the Army see itself,” Barker said.
He recognized the Army’s current challenges presented by coronavirus, sexual harassment, suicide, and issues of diversity.
“As the Inspector General Agency, we help Soldiers and civilians at all levels see themselves to ensure we treat everyone with dignity and respect and live the Army values. These challenges are no different. If approached correctly, these challenging times will help us grow closer as a squad and stronger as an Army,” Barker said.
Before earning his Army commission through ROTC at the University of Wisconsin–Stevens Point in 1987, Barker served as an enlisted Marine from 1981 to 1984. He served as the deputy commanding general of the 377th Theater Sustainment Command and commander of the 310th Sustainment Command (Expeditionary), as well as numerous command and staff positions throughout his Army Reserve career.
Barker is also a 2012 graduate of the Army War College. In 2016, Barker retired from his civilian career, having worked more than 23 years as an Adjudicator and Adjudication Supervisor with the State of Wisconsin, Department of Workforce Development, Unemployment Insurance Division.
Smith’s advice to Barker was simple: Listen first.
“Give a good assessment and make our Army and agency better. We’re proud to have him on our team,” he said.
Jackson’s retirement ceremony was held Sept. 25 at Conmy Hall, Joint Base Myer-Henderson Hall, Virginia .
