PENSACOLA, Fla. – The Navy’s Personnel Qualification Standards (PQS) program is an integral part of the development and readiness of the Navy’s workforce, and the Center for Information Warfare Training (CIWT) takes the responsibility of developing and reviewing information warfare PQSs seriously.
Most recently while supporting the chief of naval operations’ focus on warfighting, warfighter and future Navy, CIWT developed and launched Naval Education and Training, or NAVEDTRA 43363-2, Signals Intelligence (SIGINT) Geospatial Analyst (SGA) PQS, the first SGA PQS to be developed.
This specific PQS is applicable to personnel in the cryptologic technician (collection), or CTR rating, who perform command and control tactical analysis in support of the SIGINT SGA work role.
“The PQS program ensures personnel can demonstrate required competencies prior to performing specific duties,” shared Sam Kelly, CIWT’s N75 training requirements manager. “PQS delineate the minimum knowledge, skills, and abilities that an individual must demonstrate before standing watches or performing other specific duties. These watch qualifications or duties will be necessary for the safe, secure, and proper operations of a ship, aircraft, and or support systems. PQS is an integral part of the development of our Sailors and officers career progression and workforce qualification process.”
CTRs operate state-of-the-art computer systems to conduct information and cyberspace operations; collect, analyze and exploit signals of interest to identify, locate and report worldwide threats; control and safeguard access to classified material and information systems; provide tactical and strategic signals intelligence, technical guidance, digital network intelligence, and information warfare support to surface, subsurface, air, special warfare units, and national consumers to maintain information dominance.
In addition to this PQS, CIWT’S N75 PQS team is responsible for the planning, coordination, collaboration, preparation, and executing actions in support of scheduled workshop requirements for approximately 96 PQSs, or roughly 20% of the Navy’s inventory of 600+ PQSs. Annually, this consists of 23-25 PQS reviews or developments and its dynamic in that CIWT also help other Naval Education and Training Command learning centers and specialized communities with their PQS developments. Of note, CIWT is also the only learning center that is authorized to build unclassified, secret internet protocol router and top secret source PQS publications.
“PQSs are critical for the information warfare community writ large, due to the dynamics of the community across all Navy communities,” added Kelly. “PQSs are critical in support of the Navy’s Ready Relevant Learning strategies that will increase Sailors’ readiness and ability to perform at the highest levels of proficiency in their current roles, while preparing for future roles and assignments as outlined in the Sailors’ Learning and Development Roadmaps. PQSs also directly support the ability of Sailors to climb the career continuum using the PQS as a stepping stone to success.”
With four schoolhouse commands, a detachment, and training sites throughout the United States and Japan, CIWT trains over 22,000 students every year, delivering trained information warfare professionals to the Navy and joint services. CIWT also offers more than 200 courses for cryptologic technicians, intelligence specialists, information systems technicians, electronics technicians, and officers in the information warfare community.
