    SAN DIEGO – First class petty officers assigned to Naval Medical Center San Diego (NMCSD) offer an open-dialogue discussion for Sailors at the hospital.
    Fostering Change is a safe place where Sailors assigned to the command discuss world issues that directly impact their lives.
    The program was initiated in June after recent civil issues arose in the media.
    Logistics Specialist 1st Class Beatrice Ruttagah, NMCSD's Career Development Team member for the Directorate of Warrior Transition said as members of the military, there are many issues that we aren't allowed to comment on or participate in, and as first class petty officers, we wanted to take the responsibility to create a comfortable environment where Sailors are able to speak freely.
    Sailors who participate in the group sign a nondisclosure agreement to assure anonymity, allowing them to speak freely about their emotions and views on civil and personal issues.
    Discussions generally start with a specific topic in mind, but may branch out to other issues, depending on what Sailors in the group would like to talk about.
    "This conversation can be about anything that's happening in the world right now that's affecting you within and outside of the military," said Hospital Corpsman 1st Class Tianna Beverly, NMCSD's Dental department leading petty officer. "[Fostering Change] is a way for you to see my view and for me to see your view. We can come to a common ground and understanding, so that we can better work with each other."
    Members of the team hope to host the group at other locations, such as NMCSD's branch clinics, to reach Sailors that may not have access to the hospital when meetings are held. Fostering Change leaders would also like to implement dropboxes where Sailors can ask questions and voice their concerns in a more discrete form.
    "Controversial issues are difficult to talk about, but that's the only way we're going to be able to foster change," said Beverly. "We need the help of everyone in the command to do so."
    All Sailors are encouraged to participate in these discussions.
