CAMP BONDSTEEL, Kosovo -- Kosovo Force Regional Command East command team signed a Sexual Harassment and Assault Response Prevention program proclamation April 2, 2020 at Camp Bondsteel, Kosovo.

“My team and I are committed to promoting a professional environment free of sexual harassment and assault,” said KFOR RC-E Commander Col. Eric Riley.

Riley and KFOR RC-E Command Sgt. Maj. Bradley Huppunen signed the proclamation to bring awareness to sexual assault and harassment protocols and procedures and to mark the beginning of SHARP month.

“ April is a great month to bring awareness to the issue and promote prevention, but every month is sexual harassment and assault prevention month,” said KFOR RC-E Command Sgt. Maj. Bradley Huppunen.

All leaders and Soldiers within KFOR RC-E are encouraged to promote a safe environment for all.

“Soldiers can support the SHARP program by conducting themselves in a professional manner, acting when they see something wrong and not just being a bystander,” said Maj. Catherine Palmberg, the KFOR RC-E Sexual Assault Response Coordinator.

The DoD wide sexual assault policy was officially put in place Jan. 1, 2005 and the Army first introduced SAPR, now SHARP,training in 2006.

“The mission is to eliminate sexual offenses in the Army,” said 1st Lt. Heidi Gross, the KFOR RC-E SHARP Victim Advocate. “Our program is to take care of Soldiers and get resources. They can be heard and receive advocacy and support. We also provide interventions.”

The SHARP program provides training to Soldiers on the reporting procedures, promoting a safe and secure work environment and how to intervene.

"The program has moved from being reactive to preventative and what is important is the preventative piece,” said Gross. “It is important that our leadership is making a strong statement that sexual assault and harassment isn't tolerated. So if we can work on that prevention piece we essentially remove the issue if that message is out there. "
