    1NCR Prepares for Busy Year Ahead at RTP

    FIRST Naval Construction Regiment

    PORT HUENEME, Calif. (NNS) The Seabees and officers assigned to the FIRST Naval Construction Regiment (1NCR) gathered at their headquarters in Port Hueneme, California, Jan. 24-29 as part of their quarterly Readiness Training Platform (RTP) cycle to complete several training requirements and meetings in preparations for a busy year ahead.

    During the RTP, leadership from 1NCR had the opportunity to meet with leadership from all three of their battalions, Naval Mobile Construction Battalion (NMCB) 18, 22, and 25 and there was even a meet-and-greet event for the chiefs and officers from all four commands to gather in one place at one time for the first time.

    This was the first full RTP in which the regiment’s new commander, Capt. Jennifer Donahue, has been at the helm and the focus remained on her priority for 1NCR’s personnel to be available and transparent to their battalions’ counterparts. Despite many large-scale events on the regiment’s radar for 2020, most of the meetings and events for January’s RTP focused on building those relationships.

    Some of the biggest items on 1NCR’s radar for this year that were the focus on some of their major training evolutions and operational meetings are a mobilization overseas from one of their battalions (NMCB 22) and their own role in the largest international maritime exercise, Rim of the Pacific (RIMPAC) 2020.

    Outside of their focus on their subordinate units, 1NCR conducted some rigorous training and exercises to prepare for their upcoming role in RIMPAC to include a Command Post Exercise (CPX) and the Joint Humanitarian Operations Course (JHOC) conducted by the United States Agency for International Development (USAID). USAID conducted the JHOC to certify all the chiefs and officers which will attend RIMPAC where 1NCR will be lead coordinators in the Humanitarian Assistance and Disaster Response (HADR) portion of the event.

    RTP evolutions are part of the required training cycle for Naval Construction Force (NCF) Reservists which states the personnel must complete a four-day training event at RTP once a quarter for operational and training requirements and a two-day training event with their respective Naval Operational Support Center (NOSC) once a quarter for administrative requirements. This cycle was implemented to maximize Seabees’ training opportunities in the NCF-focused areas like Port Hueneme when they might not necessarily get the same type of training at their NOSC, especially for those who live in remote areas.

    1NCR exercises command and control over their three commissioned battalions and reports to Naval Construction Group ONE. The regiment and its subordinate units continue to play a pivotal role in the Pacific Fleet Seabee’s mission as well as operations in the CENTCOM and AFRICOM areas of responsibility.
