    PENSACOLA, Fla. -- The Center for Information Warfare Training (CIWT) named its 2019 domain-wide third quarter Civilians of the Quarter (COQ), Nov. 15.

    “I am honored to announce the selectees for the CIWT Civilians of the Quarter for the third quarter of 2019,” shared Capt. Nick Andrews, commanding officer of CIWT. “I also want to extend my personal gratitude and appreciation to all the supervisors who submitted nomination packages on their subordinates this quarter. Selecting only one candidate in each competitive category continues to be extremely challenging, as each nominee clearly exceeded expectations in all assigned duties related to each command's training mission. Please join me in congratulating our selectees. Well done!”

    Selected were Alton L. Williams, with Information Warfare Training Command (IWTC) Corry Station in Pensacola, Florida, as mid-grade COQ; Henry D. Travis, with IWTC Monterey in Monterey, California, as senior-grade COQ; and Brian E. Scherrer, IWTC San Diego, in San Diego, as Civilian Instructor of the Quarter.

    "The CIWT domain encompasses an exceptionally talented and dedicated team of professionals, and CIWT civilians like Mr. Williams, Mr. Travis and Mr. Scherrer are deeply invested in the execution of our mission and warfighting lethality, readiness and capacity," said CIWT's Executive Director Jim Hagy. "We greatly appreciate their enthusiastic perseverance and service to the Navy and our country."

    As a systems administrator instructor, Scherrer delivered 168 hours of instruction and lab demonstrations. He was also instrumental in preparing students for the demanding Cisco Certified Network Associate 2 skills test. His capacity to help students learn as well as develop enthusiasm for the subject is evident in the consistently positive student critiques.

    “Mr. Scherrer is proactive, innovative and resourceful. He has proactively provided vital administrative systems support well beyond the scope of his primary role as an instructor,” offered Capt. Errol Laumann, commanding officer of IWTC San Diego. “Additionally, he has continually sought to find new and better methods and approaches to curriculum delivery and development, leveraging his technical expertise as a subject matter expert.”

    Williams is responsible for managing student throughput within the Corporate Enterprise Training Activity Resource Systems, or CeTARS, for all students attending Information Systems Technician (IT) "A" and “C” schools, IT Block 0, IT Block 1, Systems Administrator Block l and Systems Administrator Block l. In addition to his primary duties, Mr. Williams is responsible for facilitating the reclassification of all academic drops at IWTC Corry Station.

    “Mr. Williams's devotion to duty has ensured that all students under his area of responsibility have their administrative requirements completed in a timely fashion, which enhances their ability and provides additional time to concentrate on their specific course of instruction,” added Cmdr. Zach McKeehan, commanding officer of IWTC Corry Station. “Because of his keen attention to detail, Mr. Williams has added value to our student management’s overall team dynamics. He has also ensured all orders are expedited after the initial reclassification process as to speed up students transferring to their next "A" school, benefitting both the student and command.”

    Travis led two civilians, a department senior chief petty officer, a leading petty officer, and three junior enlisted Sailors in the execution of IWTC Monterey's logistics, budget, barracks management, information systems management, safety and facilities programs mission requirements. His dedication to mission success was the key driver in IWTC Monterey achieving the highest levels of readiness during a period of fiscal uncertainty.

    “Mr. Travis is an exceptional performer who consistently turns my command vision into reality,” added Capt. Michael Salehi, commanding officer of IWTC Monterey. “A tireless action-oriented leader, Mr. Travis embraces change and consistently works towards process and mission improvement. I routinely leverage his experience to make strategic decisions that guide and influence 550-plus Sailors, which is far beyond the scope of his current position. He is among the most valued members of my team and is uniquely deserving of this recognition.”

    With four schoolhouse commands, two detachments, and training sites throughout the United States and Japan, CIWT is recognized as Naval Education and Training Command’s top learning center for the past three years. Training more than 20,000 students every year, CIWT delivers trained information warfare professionals to the Navy and joint services. CIWT also offers more than 200 courses for cryptologic technicians, intelligence specialists, information systems technicians, electronics technicians, and officers in the information warfare community.
