Navy Recruiting District Dallas held a change of command ceremony at the Frontiers of Flight Museum, Oct. 18., where Cmdr. Daniel Boutros relieved Cmdr. Brock Miller as commanding officer of the recruiting district.

“Today, we celebrate 22 years of faithful and honorable service and the smooth transition of power of command,” said NRD Dallas Command Master Chief David Lewis. “Commander Miller will be missed deeply and his leadership and motivation have been essential to the success of NRD Dallas.”

Miller took command of NRD Dallas in May 2018, and under his leadership nearly 4,000 men and women joined the Navy from the district’s area of responsibility which includes the Dallas-Fort Worth metroplex, northern Texas and all of Oklahoma. Miller led his command to surpassing their mission objective by obtaining nearly 2,000 new contracts for fiscal year 2019, achieving nearly 110 percent production in their New Contract Objectives, helping the Navy reach the nationwide total goal of approximately 45,000 new contracts.

Directly following the change of command, a retirement reception was held to honor Miller’s 22 years of service. A native of Vacherie, Louisiana, Miller commissioned through the Naval Reserve Officers Training Corps in 1997, and reported to NRD Dallas in 2017.

“The impact Commander Miller has made in the quality of life of the Sailors, both professional and personal, will be felt for many years to come,” said Lewis. “The momentum he has started will continue to grow under the leadership and positive influence of Commander Boutros. Commander Boutros is the right man at the right time for NRD Dallas to continue to set the standard for excellence in the Recruiting Nation.”

Cmdr. Daniel Boutros assumes command of NRD Dallas after serving as the command’s executive officer. A native of Jacksonville, Florida, he graduated from the U.S. Naval Academy in 2001 with a Bachelor of Science in Aerospace Engineering and earned his Naval Aviator wings as a helicopter pilot in 2003.

During a speech shortly after assuming command, Boutros noted the vital role technical expertise and dedication play in making the overall district mission.

“As recruiters, you must have intimate knowledge of all the latest recurring policies, tools and systems,” said Boutros. “You must also be master salesmen and have an in-depth understanding of human nature.”

Boutros continued by adding that recruiters have the ability to make a lasting positive impact on a person’s life as well as help to aid in building a stronger United States Navy.

“You care about building a strong Navy, and you care about your future Sailors,” said Boutros. “Know the difference they can make in the Navy and the difference the Navy can make in their lives.”

Navy Recruiting Command's mission is to recruit the best men and women for America's Navy to accomplish today's missions and meet tomorrow's challenges. NRD Dallas encompasses 150,000 square miles that includes North Texas and Oklahoma.

Navy Recruiting Command consists of a command headquarters, three Navy Recruiting Regions, 18 Navy Recruiting Districts and eight Navy Talent Acquisition Groups that serve more than 1,330 recruiting stations across the world. Their combined goal is to attract the highest quality candidates to assure the ongoing success of America’s Navy.
