The U.S. Army Corps of Engineers Buffalo District is pleased to announce the release of the feasibility study for the Balance of Plant and Groundwater Operable Units of the Niagara Falls Storage Site.

The Corps will be conducting a poster/information session to discuss the report on Wednesday, November l3, 2019, at the Town of Lewiston Senior Center located at 4361 Lower River Road, Youngstown, New York 14171. The meeting will begin with a poster session at 6:30 p.m. The presentation will begin at 7 p.m. Topics for the evening include:
- The overall status and schedule for remedial action at the site
- The new feasibility study for addressing materials outside the Interim Waste Containment Structure (IWCS)
- The federal government’s process for evaluating future uses of completed FUSRAP sites
Per current zoning, NFSS land use is identified as light industrial. Given the current zoning of the NFSS and the presence of adjacent municipal and hazardous waste landfills, the reasonably anticipated future land use for the NFSS is industrial. Under industrial use, the construction worker was selected as the group of individuals reasonably expected to receive the greatest exposure to residual contamination. Therefore, the cleanup goals were developed to protect construction workers from exposure to site media.
The feasibility study identifies potential remedial technologies and process options and screens those alternatives to identify those that could achieve the cleanup goals developed to be protective of potential construction workers for the Balance of Plant and Groundwater OUs. The five alternatives listed below were evaluated in the feasibility study.
Alternative 1 – No action (required for comparison purposes, but not protective)
Alternative 2 – Complete Removal
Alternative 3 – Removal with Building Decontamination
Alternative 4 – Removal with Building Decontamination and In Situ Remediation
Alternative 5 – Removal with Building Decontamination and Ex Situ Remediation
Each remedial alternative was analyzed in detail for its: overall protection of human health and the environment; compliance with applicable or relevant and appropriate requirements; long-term effectiveness and permanence; reduction of toxicity, mobility, or volume through treatment; short-term effectiveness; implementability; and cost.
The Corps of Engineers issued the feasibility study under its authority to execute the Formerly Utilized Sites Remedial Action Program (FUSRAP). When implementing FUSRAP the Corps of Engineers follows the phased investigation process required in the Comprehensive Environmental Response Compensation and Liability Act, as amended, and the National Oil and Hazardous Substances Pollution Contingency Plan.
Now that the feasibility study for the two operable units is complete, the next step in the process will be to prepare a proposed plan, which will contain the Corps of Engineers preferred alternative for the OUs. The proposed plan is currently scheduled to be released for public comment in 2021.
The feasibility study and the fact sheet are in the administrative record file for the site, which is available for review electronically in the Town of Lewiston Public Library, 305 South Eighth Street, Lewiston, New York; the Youngstown Free Library, 240 Lockport Street, Youngstown, New York; and the Ransomville Free Library, 3733 Ransomville Road, Ransomville, New York.
