    VISAKHAPATNAM, India – The submarine tender USS Emory S. Land (AS 39) arrived in Visakhapatnam, India, Oct. 14, as part of the ship’s deployment to foster positive relations with regional partners.
    During the ship’s visit, Sailors from the Land, one of the U.S. Navy’s two submarine tenders, are scheduled to meet with Indian Navy submariners for a subject matter expert exchange (SMEE) in Visakhapatnam, Oct. 14-15. This is the second time members of the submarine forces of these two navies have met to discuss various submarine related topics.
    Sailors from Land’s health services department plan to share information regarding the jobs of independent duty corpsmen and undersea medical officers aboard submarines.
    “We’re taught to take care of divers as well, we’re kind of dual-hatted for submarines and divers,” said Lt. Will Price, Land’s undersea medical officer.
    He also plans to discuss some of the specifics about submarine medicine and the unique issues submariners face, as well as addressing some of the screening tools incorporated in the submarine community to assist with these issues.
    This information exchange aims to assist with building positive working relationships between the U.S. Navy and the Indian Navy.
    He added that working with our partners is a force multiplier, because it allows us to do more and support each other for common goals. The exchange will probably also include some story sharing about medical cases onboard submarines and the appropriate ways to manage these cases in austere environments.
    “We learn, oftentimes, from our failures the most, or from close calls, than we do from successes,” said Price.
    The SMEE coincided with Land’s first visit to Visakhapatnam (known locally as Vizag), one of India’s oldest port cities, and a growing tourist area. It followed USS Oklahoma City’s (SSN 723) participation in Malabar 2019, a trilateral exercise with the Japan Maritime Self-Defense Force and the U.S. and Indian navies conducted in September.
    “We’re here to build upon the positive relationship we have with India,” said Capt. Michael Luckett, Land’s commanding officer. “It’s invaluable that we have the opportunity to share knowledge and experience between the Indian Navy and us. It truly helps to add to the foundation of trust we have built with our partners here.”
    The ship departed its homeport at Apra Harbor, Guam, Aug. 19. The U.S. routinely demonstrates its commitment to our partners through forward presence and operations. Land’s deployment to the U.S. 7th Fleet area of operations reflects the United States’ commitment to support theater security cooperation efforts in the Indo-Pacific region.
    Guam is home to the U.S. Navy's only submarine tenders, USS Emory S. Land (AS 39) and USS Frank Cable (AS 40), as well as four Los Angeles-class attack submarines. The submarine tenders provide maintenance, hotel services and logistical support to submarines and surface ships in the U.S. 5th and 7th Fleet areas of operation. The submarines and tenders are maintained as part of the U.S. Navy's forward-deployed submarine force and are capable of meeting global operational requirements.
