The staff at the Yuma Proving Ground (YPG) Civilian Personnel Advisory Center (CPAC) have a heavy task… to hire the best and brightest candidates to fill the vacancies at YPG and its tenant commands.
Kim Alford, the Human Resources Director of Civilian Personnel for the CPAC, explains, “We all support the Warfighter. That’s our main function. If we do not get the job filled for the different commands out here then they cannot complete their mission, which will hold up how we support the Warfighter.”
At any given time CPAC is working on about 70-100 recruits at a time all in different stages of the hiring process.
The current Army standard requires filling a vacancy in 80 days. In the months of July and August YPG’s CPAC office has filled vacancies at an exceptional rate. The average fill time in July was 74 days and in August 47 days.
The CPAC office is in no way cutting corners, “We are not trying to deviate and cut processes, but we found ways to streamline the processes using some of the available Direct Hiring Authority (DHA) and Expedited Hiring Authority (EHA) and ensuring we are following regulatory guidance and local policies and procedures.”
Alford explains that YPG’s CPAC office works closely with the local Commands that are key in support of recruitment efforts, such as the YPG Medical Clinic, “They have been fabulous with us; we use their services a lot (for physicals), both Garrison and ATEC Security office (they provide assistance with fingerprinting and security checks), and the Army Substance Abuse Program office (they provide assistance with drug testing).”
The clock starts ticking as soon as a manager initiates a request for personnel action. The first step is to ensure the CPAC has an accurate position description, the second step is the strategic recruitment discussion with the manager on how they want to announce the positon.
In the past most of YPG’s recruitment efforts were announced on USA Jobs, most recently the Office of Personnel Management has approved new appointing authorities such as DHA and EHA. CPAC also uses other existing authorities, such as: Veterans’ Recruitment Authority and 30% Disabled Veteran.
After the announcement flyer closes, applications are rated, paneled, and interviewed. Once that step is complete, a tentative offer is extended then employee must complete the conditions of employment, CPAC creates an onboarding electronic file to initiate pre-employment forms, background investigation check, fingerprints, and physicals. Finally, once all conditions have been cleared an entry-on-duty date is established for the employee to start work.
All this must happen within 80 days by Army standards, yet for Alford, her goal is to keep this number closer to 60. Alford knows if they do not get prospective employees on board within a decent amount of time someone else will, “We have the potential to lose a good candidate so time is of the essence. It is imperative that we move as quickly as we can” adding, “If a person applies for our job they are also applying for other positions located on other installations. So we want to get the best and the brightest to work for YPG. If we move quicker, we are more susceptible to get them then somebody else.”
