JOINT BASE FORT SAM HOUSTON, Texas (NNS) Capt. Owen Schoolsky relieved Capt. Clarence Franklin Jr. as Navy Information Operations Command (NIOC) Texas commanding officer, during a ceremony at the Alamo Room on Joint Base Fort Sam Houston August 23.
Commander, Naval Information Forces, (NAVIFOR) Vice. Adm. Brian B. Brown served as the guest speaker, offering remarks on the (NIOC) mission and its role in the war on terrorism.
“Capt. Franklin's tenure as commander of Navy Information Operations Command Texas has had a tremendous impact on the information operations mission and cryptologic capabilities throughout the fleet, joint and national commands. His team has accumulated more than 6,000 man days deployed over 73 deployments on U.S. Navy, Coast Guard and allied surface combatants, providing critical maritime domain awareness to fleet and theater commanders," said Brown.
Brown went on to highlight Franklin’s achievements during his tenure at the command.
"He has fostered a command climate that supports community relations, resulting in Sailors volunteering thousands of hours to the San Antonio community. By partnering with programs like The School of Science and Technology and the San Antonio Humane Society, NIOC Texas is a shining example of why they call this Military City USA."
Franklin was presented with the Legion of Merit and a gift from the wardroom and representatives of the School of Science and Technology before reading his orders and giving his parting remarks.
“We have built a special relationship between the military and the city of San Antonio and I hope our Sailors efforts have enriched that relationship over the last two years,” said Franklin.
“I want to give a special thank you to our friends, the educators over at the School of Science and Technology. Although my time as commander is coming to an end, the relationship built between our Sailors and your students and teachers is only the beginning in a long and mutually beneficial partnership.”
He went on to thank the men and women of NIOC Texas for being instrumental to NIOC’s successes throughout his tenure.
“My award citation today was all about your work, your mission execution, your time away from family, your skills, initiates and volunteerism,” said Franklin.
“You should all be proud of your individual and collective accomplishments and contributions to the mission and command, because I am so proud of each of you. To the wardroom and goat locker, I ask you to remember, you are a profession of arms, continue to lead, train and mentor the junior enlisted and officers of NIOC Texas.”
The ceremony ended with a reception for the guests and crew of NIOC Texas. Capt. Franklin left his Sailors with a parting gift of special made whoopie pies.
NIOC Texas conducts information operations and provides cryptologic and related capability to the fleet, joint and national commanders, as well as administrative and personnel support to Department of the Navy members assigned to the San Antonio area. NIOC Texas is a subordinate command of U.S. Fleet Cyber Command and comprises Task Force 1040 of the U.S. 10th Fleet.
