NEWPORT, R.I. — The Naval Undersea Warfare Center (NUWC) Division Newport Acquisition Workload Planning Tool Version 2.0 (AWPT V2) Team recently won the National Contracts Management Association (NCMA) Innovation in Contracting Award.
This award recognizes successful applications of innovative or leading edge contract management practices in ways not previously demonstrated to achieve mission goals and results.
The team has implemented the AWPT V2, which provides every department at the Division with an automated tool to more effectively and efficiently plan and execute their contracting portfolios. Currently, estimated annual labor savings from this effort exceeds $380,000 and 5,200 work hours — money and time that can be reallocated to other high-priority tasks. In addition to cost savings, the AWPT V2 facilitates improved information sharing across Division Newport and with the industry base.
Team members include Ryan Lord and Scott Wentzel, both of the Undersea Warfare (USW) Weapons, Vehicles and Defense Systems Department; Noel Roberts, USW Electromagnetic Systems Department; Kelly Ross and Sofia Sinclair, both from the Contracts Department; Mark Snyder, Sensors and Sonar Systems Department; Debra Young, Corporate Operations Department; and Steve Zbyszewski, Comptroller Department.
Each year, Division Newport obligates more than 40% of its total funding to contract for goods and services necessary for mission execution. Last year, Division Newport obligated more than $537 million via 2,818 separate actions. As with any effort of this magnitude, successful execution requires robust planning and execution tracking, and the AWPT V2 is an online user-friendly planning and execution tool that meets that need.
The tool successfully meets Division Newport’s and industry’s need for accurate and timely acquisition planning, has automated manual processes and includes automatic import of data from other acquisition related information systems.
The AWPT V2 also has earned recognition by the larger Navy community. The Naval Sea Systems Command contracts organization inspects every warfare center’s contracting department as part of the Procurement Surveillance Program (PSP). Division Newport’s PSP inspection identified six best practices – the AWPT V2 was one of the six – that will be shared across the warfare center enterprise, which includes nine other warfare centers across the U.S.
The team was honored at a July 30 award ceremony at the NCMA World Congress held at the Hynes Convention Center in Boston, Massachusetts.
NUWC Newport is a shore command of the U.S. Navy within the Naval Sea Systems Command, which engineers, builds and supports America’s fleet of ships and combat systems. NUWC Newport provides research, development, test and evaluation, engineering and fleet support for submarines, autonomous underwater systems, undersea offensive and defensive weapons systems, and countermeasures associated with undersea warfare.
Currently celebrating its 150th anniversary, NUWC Newport is the oldest warfare center in the country, tracing its heritage to the Naval Torpedo Station established on Goat Island in Newport Harbor in 1869. Commanded by Captain Michael Coughlin, NUWC Newport maintains major detachments in West Palm Beach, Florida, and Andros Island in the Bahamas, as well as test facilities at Seneca Lake and Fisher's Island, New York, Leesburg, Florida, and Dodge Pond, Connecticut.
