GALVESTON, Texas (August 2, 2019) – The U.S. Army Corps of Engineers Galveston District will host an External Project Review Board and Summer Stakeholder Partnering Forum (SPF), respectively, on Aug. 13-14, 2019, at the Texas A&M University, Galveston (TAMU-G) Campus, Aggie Special Events Center (Bldg 3035, Rm 203). The theme of the SPF is Leveraging Civil Works Opportunities to Drive the Dominance of America’s Energy Coast.
During the event, the Galveston District will introduce the new commanding officer, Col. Timothy Vail, to participants; address Texas Ports Association priorities for working with USACE staff; review USACE business processes for non-federal use of federal placement areas and lands as well as non-federal modifications to USACE projects and discuss Southeast Texas Flood Risk Management partnering successes. There will also be a review of select ongoing navigation channel improvement studies and projects. Mr. Chad Burke, CEO, Economic Alliance Houston Port Region will provide the keynote address: Industry views on USACE projects and partnering.
“This is a unique venue for engaging our stakeholders and partners in the USACE Galveston Districts robust Civil Works Program,” stated Col. Vail, USACE Galveston District commander. “With increased collective understanding, receipt of valued input, and shared visioning, USACE Galveston District will deliver extraordinary value to the Nation in Texas on America’s Energy Coast.”
The forum will identify opportunities to better synchronize and integrate the district’s support of stakeholder commitments and emerging interests such as: the Coastal Texas Protection and Restoration and Feasibility Study; the Sabine Pass to Galveston Bay CSRM Project; Sabine-Neches Waterway Channel Improvement Project; the Houston Ship Channel Expansion and Improvement Study; and the Corpus Christi Ship Channel Improvement Project.
“Our Stakeholder Partnering Forum provides an important opportunity for non-federal sponsors, resource agencies, non-governmental organizations, consulting firms, construction contractors, and academia, to foster effective working relationships and better understand the unique programs, processes, and capabilities of the USACE Galveston District in order to improve coordination that will facilitate and expedite delivery of the District’s Civil Works Program,” said Dr. Edmond Russo, USACE Galveston District’s deputy district engineer for programs and project management. “The partnering forum will provide an excellent venue to interface with our customers face to face to address their interests, issues, and concerns and to provide an explanation on how policies and authorities support management of customer priorities in studies, new work construction, and the operations and maintenance programs.”
Early bird special topic seminars will be offered during 8-9 a.m. on ethics, as well as the new USACE Galveston District Standard Operating Procedures for Synchronization of Regulatory and Section 408 Permit Actions. Registration check-in will be open for the main event from 9-10 a.m., coupled with a networking coffee social that will showcase a program and project poster exhibit. The USACE Galveston District was established in 1880 as the first engineer district in Texas to oversee river and harbor improvements. The district is directly responsible for maintaining more than 1,000 miles of channel, including 250 miles of deep draft and 750 miles of shallow draft as well as the Colorado River Locks and Brazos River Floodgates. Its main missions include navigation, ecosystem restoration, emergency management, flood risk management and regulatory oversight. The Corps also supports a robust Regulatory Program that interacts with the local community through a variety of public outreach opportunities.
