SUFFOLK, Va. (NNS) – Capt. Harold Cole relieved Capt. Julia Slattery as Commander, Task Force 1020/Commanding Officer, Navy Cyber Defense Operations Command (NCDOC) during a change of command ceremony in the Hall of Heroes at the Joint Staff Suffolk Complex, July 2, 2019.
Cole, who most recently served as Assistant Chief of Staff for Readiness at Naval Information Forces takes command of NCDOC from Slattery, who will assume duties as the Director of Fleet Operations at Naval Information Forces.
Vice Adm. Timothy “T.J.” White, the commander of U.S. Fleet Cyber Command/U.S. 10th Fleet (FCC/C10F), the ceremony's guest speaker and presiding officer, commented on Slattery’s exceptional work and leadership.
“Our adversaries have chosen to come at us, using our data and our information, playing and operating in the grey zone, but this is your playground. You, the warriors here at NCDOC, fight and operate in this space every day as you execute defensive cyberspace operations,” White said “I am confident that we are ready more today than we were a few years ago to defend our networks against the adversary. This is a testament to Capt. Slattery. She has built a team and postured it so that you are part of the solution space.”
White presented Slattery with the Legion of Merit Award and recognized her for the exceptional operational outcomes she delivered while in command.
Slattery also received awards from NCDOC’s and the Civilian Association. The NCDOC Chief’s Mess honored Slattery with a gift box wherein each Chief individually came up and dropped their anchors, thanking her for her service.
In her remarks, Slattery recognized the Information Warfare Community leadership, family and friends, and thanked the Sailors and civilians of NCDOC.
“After two years together, I stand before you eternally grateful to have worked with such talent. NCDOC’s mission of executing defensive cyberspace operations does not suffer fools; it does not respect well-defined lines on a map, nor did the challenges we face present themselves in convenient well-defined packages. At every turn, you demonstrated that our mission required calculated risk and even successful failures,” Slattery said.
“Stagnation of thought and deed were not part of our vision. You showed all what it means to be resilient and to fight hurt. Our success was not only measured in the complex and complicated operations executed in response to ever evolving threats, but in our ability to explore and exist in those grey areas where the adversary is and success measured in risk versus gain,” Slattery added“Quite simply, you delivered. It did not matter where or when; it did not matter how hard or complicated, the network, the enclave, the customer, and the adversary. You simply got to work each and every time with a talent and depth of experience that was breathtaking.”
Cole expressed his enthusiasm as he takes his first command tour and addressed the Sailors and civilians of NCDOC.
“Today, even as we conduct this ceremony, almost 30 of our shipmates are deployed across the globe, some directly in harms way. On the other side of this building, another group of our shipmates have the watch, proactively defending our Navy’s networks and information,” Cole said. “I thank all the men and women of NCDOC, those in uniform, civilians, and contractors, for serving our great country. You truly make a difference each and every day, and this command absolutely excels because you care, you perform, and you stand the watch.”
“I am honored and humbled to join you, Cole added. “I pledge to each of you, to lead in a manner that honors our nation and our Navy, to respect each of you in the manner you deserve, and to continue to grow our expertise through shared learning and experiences.”
Cole is the eighth commanding officer selected to command NCDOC, which serves as the Navy’s Cyber Security Service Provider (CSSP) and whose mission is to execute defensive cyberspace operations and enable global power projection through proactive network defense.
NCDOC reports operationally to FCC/C10F as Commander, Task Force 1020. C10F is the operational arm of FCC and executes its mission through a task force structure similar to other warfare commanders. In this role, C10F provides operational direction through its Maritime Operations Center located at Fort George Meade Md., executing command and control over assigned forces in support of Navy or joint missions in cyber/networks, electronic warfare, cryptologic/signals intelligence and space.
