    Two Naval Surface Warfare Center, Carderock Division employees were recognized on May 29 at the Navy Yard in Washington, D.C., when they were presented the Department of the Navy’s Test and Evaluation (T&E) Awards.

    Timothy Cullis, an electrical engineer from Carderock’s Signatures Monitoring and Surface Ships Program Branch, was presented with the Small Program Outstanding Tester Award. Michael Farrar, site director for the South Florida Ocean Measurement Facility (SFOMF), was presented with the Technical Excellence at a Test and Evaluation Facility or Range Award.

    Cullis directed the signature testing for all small craft and Explosive Ordnance Disposal (EOD) assets and equipment, accomplishing multi-day, full-scale signatures testing at four different facilities across the U.S. in 2018. He worked closely with sponsors and stakeholders to determine test objectives, requirements and logistics to ensure mission success. Cullis partnered with other technical groups within and outside of Carderock Division to leverage the experience needed to get the correct mix of test and evaluation expertise for the tests. He was able to assemble a complete, dedicated data acquisition and analysis system through his practical and innovative approach to problem solving. He has made significant contributions to updating signatures requirements which will have a positive impact on explosive ordnance disposal and fleet operations, while protecting the warfighters.

    As the site director for the South Florida Ocean Measurement Facility (SFOMF), Farrar provided technical innovations and solutions to complex facility and test issues, which was critical to advancing the U.S. Navy’s signature and stealth technology. In recent years, Farrar led an expansion effort to upgrade several shore-based signature collection systems and establish the new Underwater Electromagnetic Observatory (UEMO), all while still having a fully-operational program of full-scale measurements of signature reduction technologies. Farrar’s team is currently developing the Underwater Test and Evaluation Center (UTEC), which will give them the ability to test critical unmanned systems. As a direct result of Farrar’s technical expertise and achievements, the U.S. Navy fleet has significantly lowered their signature levels and susceptibilities to foreign threats, which has led to the signature superiority across the globe.
