NAVAL SUPPORT ACTIVITY BAHRAIN - The Forward Deployed Regional Maintenance Center (FDRMC) Detachment (Det) Bahrain held a change of charge ceremony at Naval Support Activity (NSA) Bahrain May 2, 2019.

Lt. Cmdr. Carole J. Etherington relieved Cmdr. Sarah E. Zarro as officer in charge (OIC).

Zarro assumed charge of FDRMC Det Bahrain in May 2017. During her tenure the unit executed CNO availabilities on three Mine Countermeasure ships and five Patrol Craft, conducted two emergent docking continuous maintenance availabilities (CMAVs), and completed CMAVs and emergent work on all homeported ships. Under her leadership, they supported both the homeported and deployed ships with Fleet Technical Assistance and maintained the deployed ships with Voyage Repairs. During the last two years, they created a more predictable ship maintenance timeline, level loaded the work schedule to ensure proper oversight was provided, and moved contractors into compliance with NAVSEA standards.

Capt. Gustavo Vergara, FDMRC commanding officer, spoke of Zarro's tenure.

"Your leadership on the toughest waterfront in the Navy significantly contributed to the success of FDRMC in this austere environment despite many challenges such as reduced manning levels, aging ships and extreme heat," said Vergara. "At FDRMC we fix ships and take care of our people, and you set a standard for accomplishing that with less."

Zarro was awarded a Meritorious Service Medal and reflected on her tour.

"I am grateful for the opportunity to have led such a great, hard-working group of military and civilian personnel. FDRMC Detachment Bahrain has accomplished a lot in the last two years."

Zarro has been selected for Captain and will be moving to U.S. Fleet Forces Command in Norfolk, Va.

Etherington, who previously served as the Space and Naval Warfare Systems Center Atlantic Middle East Detachment OIC, looks forward to her new duty as OIC for FDRMC Det Bahrain.

"I am very honored and excited to assume the reins in Bahrain. I look forward to building on all of the efforts of everyone who has helped get the detachment where it is today."

The mission of FDRMC Det Bahrain is to provide engineering and technical services for maintenance and modernization of naval ships and craft in the FIFTH Fleet Area of Responsibility (AOR). FDRMC Det Bahrain provides intermediate- and depot-level maintenance for 14 forward deployed naval force ships, including CNO and Continuous Maintenance (CMAV/CM) availability, planning, execution and oversight. The detachment also provides Voyage Repair planning, execution and oversight for ships operating in the FIFTH Fleet AOR.
