NAVAL SUPPORT ACTIVITY BAHRAIN - The Forward Deployed Regional Maintenance Center (FDRMC) Detachment (Det) Bahrain; Commander, Naval Surface Squadron FIVE (CNSS FIVE); and Naval Support Activity (NSA) Bahrain opened a new Consolidated Ship Maintenance Support Facility on NSA Bahrain May 1, 2019.

Navy Captain Darren Guenther, NSA Bahrain Commanding Officer, spoke at the opening of the facility, “The ultimate purpose of this building, and the team of training and maintenance experts who will occupy it, is to collectively provide the best combat capability to the U.S. 5th Fleet.”

Navy Captain Gustavo Vergara, FDRMC Commanding Officer, explained the building’s importance, “The facility allows FDRMC Detachment Bahrain to consolidate a majority of their work, allows direct coordination with the CNSS FIVE team, and it is closer to the ships to create an environment for innovation, knowledge sharing and collaboration. In short, it will allow FDRMC to expand the advantage as we deliver and maintain ships and systems on-time and on-cost for the U.S. Navy's Fifth Fleet.”

The mission of FDRMC Det Bahrain is to provide engineering and technical services for maintenance and modernization of naval ships and craft in the FIFTH Fleet Area of Responsibility (AOR). FDRMC Det Bahrain provides intermediate- and depot-level maintenance for 14 forward deployed naval force ships, including CNO and Continuous Maintenance (CMAV/CM) availability, planning, execution and oversight. The detachment also provides Voyage Repair planning, execution and oversight for ships operating in the FIFTH Fleet AOR.

Navy Captain Chris Gilbertson, Commanding Officer, CNSS-FIVE, said the building sets the squadron up for the future deployments of the Littoral Combat Ship (LCS), “CNSS-FIVE, as the designated Executive Agent for both COMNAVSURFLANT and LCSRON TWO for oversight of LCS ships in theater, will be better poised to provide the necessary on station support and direction for the maintenance and support requirements for these ships upon arrival.”

CNSS FIVE provides leadership as the Surface Warfare Enterprise class advocate for all 13 PC ships, managing life cycle improvement programs to increase efficiency and capability of the PC class. Additionally, CNSS-5 is also tasked to provide direct support to LCS forces as the Supporting Commander to LCSRON and COMFIFTHFLEET Task Force Commanders and coordinating to support LCS employment and concept of operations in support of Fleet Commander requirements.

Gilbertson emphasized the importance of the facility to the fleet’s missions, “The Waterfront Ship Maintenance Facility will provide state of the art facilities and enable leveraging the capabilities of both CNSS-FIVE and FDRMC Det Bahrain in supporting Bahrain's "Home Team" of ships. The ultimate purpose of this building and the team of maintenance experts who will occupy it is to collaboratively provide the best combat capability to FIFTH Fleet.”

Additionally, the building will enhance their ability to provide Maintenance and Modernization for home-ported ships; and design, develop and produce parts for I-Level support to Navy ships in Fifth Fleet as well as harbor patrol craft, NECC MK VI patrol boats, USCG craft, and MSC ships.

Vergara touted the flexibility of response of the command, “The ability to respond to any situation now or in the future is what FDRMC is here for. We fix ships. We are and will be ready to meet any increased demands of the U.S. Navy’s Fifth Fleet.”

The construction project was conceived in January 2014 as a response to the need for forward sustainment support for LCS mission. It was managed by the U.S. Army Corps of Engineers and the primary contractor was CONTRACK WATTS.

CNSS FIVE is the ISIC for 10 Bahrain based Patrol Coastal (PC) and 4 Mine Countermeasure (MCM) ships and oversees all man, train, equip functions for the Bahrain based PC and MCM forces. Comprised of over 115 Navy and civilian personnel, CNSS FIVE staff executes all unit level training and is responsible for the maintenance, logistics, and manning of all PCs and MCMs in order to meet C5F operational requirements. CNSS FIVE was established at Naval Support Activity Bahrain on Oct. 1, 2017 when Patrol Coastal Squadron (PCRON) ONE and Mine Countermeasures Squadron (MCMRON) THREE’s Maintenance Detachment were merged.

Forward Deployed Regional Maintenance Center (FDRMC) assesses risks according to the two tenets of their mission: Fixing Ships and Taking Care of People. FDRMC was established to meet the Navy’s expanding need for Forward Deployed Naval Forces (FDNF) ship repair. It ensures ships operating in the FIFTH and SIXTH Fleets, are always ready to defend the American people and values. FDRMC continues to transition to meet the future challenges of additional ships within theater and new platforms. FDRMC supports ships whenever and wherever they need support.
