    PENSACOLA, Fla. – Commanding officers and directors from Naval Education and Training Command’s learning centers and training support centers gathered for an offsite meeting, March 19-20.

    Hosted by NETC’s deputy for training operations, the leaders came together to build upon previous work focused around the theme of “Great Power Competition” and to develop topics and working groups ahead of the fall NETC commanders conference. They discussed a variety of issues from top-level Navy initiatives to what it takes day-to-day to operate a training organization, such as manpower, facilities, and information technology.

    “Our objectives were to focus on three key areas: Ready, Relevant Learning; Manpower, Personnel, Training and Education (MPT&E) Transformation; and leadership development,” said Capt. Edward Heflin, NETC’s deputy for training operations. “The timing is right as a number of factors and pieces are falling into place to drive to the forefront our ability to develop a more effective training continuum for our Sailors and our Navy.”

    Ready, Relevant Learning is one of the three pillars of Sailor 2025 and is a change to the current enlisted accession training pipeline in order to provide the right training, at the right time, in the right way.

    Traditionally, the Navy’s training process has frontloaded Sailors with much of their required training for their entire career at accession-level "A" and "C" schools. Much of that foundational training has often focused well beyond the scope of what new Sailors are expected to perform during their first few years.

    RRL as a modernization effort requires coordination across multiple stakeholders throughout the Navy, including the NETC domain leadership, to meet future fleet requirements. So far, the Block Learning phase has identified and redistributed accession-level training at points in a Sailor’s career when he or she needs it as part of a career-long learning continuum. NETC leaders are looking to the next phase of modern delivery at the point of need, with modernized training content and multiple delivery options to accelerate learning, minimize atrophy, and provide on-the-job performance support.

    The offsite participants also discussed how MPT&E Transformation intersects with Navy training. Transformation is significantly and systemically improving MPT&E performance, productivity, and cost efficiencies in all aspects of personnel readiness processes. Over the next several years, the MPT&E Transformation is changing how human resources services are offered throughout a Sailor’s entire “Hire-to-Retire” lifecycle and improve fleet combat readiness.

    The third key area the group focused on - leadership development - emphasizes character and toughness. With some additional organizational changes in the works, ensuring how the Navy develops leaders who demonstrate both operational excellence and strong character at every level of seniority, starting when a recruit enters bootcamp to initial training and beyond, is now a part of NETC’s vision of a more effective learning continuum.

    NETC recruits and trains those who serve in the U.S. Navy, taking them from “street to fleet” by transforming civilians into highly skilled, operational, and combat-ready warfighters, while providing the tools and opportunities for continuous learning and development.
