    SAN DIEGO – March 18, 2019 – The Joint Tactical Networking Center (JTNC), in collaboration with Department of Defense (DoD) Service Labs and test agencies, hosted an Industry Day in Aberdeen, Maryland, March 6 to demonstrate the capabilities and functionality of the Tactical Communications Marketplace (TCM) application and Capability Characterization initiative.

    The JTNC is currently developing an online, vetted, marketplace for commercial vendors and defense industry to showcase their tactical communications products to inform Service acquisition authorities of potential capabilities, technical feasibility, and maturity of products.

    “The TCM is intended to serve as a source for market research of available Commercial off the Shelf (COTS) and Non-Developmental Item (NDI) communications product information and a place for industry to update the Government of new products and technologies,” said Jeff Mercer, director JTNC. “The TCM application will also serve as a tool to notify and collaborate with industry on new emerging needs, facilitating streamlined procurement decisions and faster delivery of capabilities to the warfighter.”

    The Industry Day hosted 37 companies and more than 70 participants from industry that offer current innovative tactical radio, waveform, and other tactical communication product offerings in support of the DoD.

    Service acquisition authorities, as well as the user communities, will have the ability to filter and search innovative tactical communications products based on desired capability characteristics or attributes. Selected products will undergo a JTNC characterization designed to provide insight on the product’s innovative capabilities. The Capability Characterization Initiative is a process to evaluate communication products across multiple and critical domain elements. Industry products will be characterized by using a consistent, repeatable methodology based on industry-provided information across five categories: User Services, System Services, Cybersecurity, Electronic Warfare, and Operational & Spectral Environment. Partnering with Service-level laboratories, the JTNC characterization is intended to capture the extent to which particular techniques and technologies support the designated capability attributes, functions, or characteristics of the product.

    Full Operational Capability (FOC) of the TCM is scheduled for the fourth quarter, fiscal year 2019. At FOC, registered DoD and Government users will be able to review candidate communications products. The JTNC will be working with industry to execute characterizations of candidate products which can be further analyzed and vetted to potentially meet the needs of the respective Services.
