    NAVAL STATION ROTA, SPAIN - Forward Deployed Regional Maintenance Center (FDRMC) Detachment Rota, completed the USS Porter’s (DDG-78) availability in December. The ship’s Project Team started planning for this event more than 15 months ago and committed to executing in 101 days, with no acceptance of failure.



    Detachment Rota Officer in Charge, Cmdr. Luis Socias, , said the key to success was to effective teamwork.



    The team, which included Space and Naval Warfare Systems Command; Commander, Naval Surface Force, Atlantic; USS Porter; FDRMC Det Rota and Navantia, held bi-weekly meetings starting in July 2017.



    The team went over every detail of the availability, including non-SPAWAR work and planned schedules down to the hour, details for what group was executing what action, and then for the unknown variables of the availability, which ultimately included two hurricanes during the course of the ship’s availability.



    "Another important decision was the 'No White Space' policy. We never executed completion of any task to a targeted date. We executed to complete as soon as possible, and then moved remaining tasking left to fill 'The White Space' in the calendar," said SPAWAR On-site Coordinator Dean L'Hoste.



    As a result of the team’s focused planning, USS Porter’s Consolidated Afloat Networks and Enterprise Services system, or CANES installation, was completed five days early.



    "This is a great win for the ship, FDRMC, SPAWAR and Commander, Navy Regional Maintenance Center," said FDRMC Commanding Officer, Capt. Gustavo Vergara.



    Much of the work included in the availability was completed early. Specifically, the rack modification completed 14 days early, the ship’s System Operational Verification Test for CANES completed five days early, and the ship was ready for "light off" 13 days early. Additionally, all SPAWAR alterations were completed during this avail with zero discrepancies.



    "A commitment to see it all come together with an attitude that declared 'How can I help to make that work?' led to these successes,” said L'Hoste.



    According to Vergara, FDRMC’s forward deployed presence and partner nation relationship provided the USS Porter the necessary technical expertise to get it back on the seas helping ensure our Navy can meet our nation’s commitments and respond to threats against our allies and partners.
