    MyNavy Career Center (MNCC) contact center agents, the MyNavy Portal (MNP) support team and teams from Navy Personnel Command's Career Management Department were instrumental in driving this Sailor-focused change.

    “This process improvement better supports the participating Sailors while also leading to improved Fleet readiness,” said Capt. Laura Scotty, MNCC Operations Center director. “We need talented Sailors to remain on overseas sea duty and offer incentives to encourage their voluntary extension.”

    “Using our new MNCC approach, and prioritizing OTEIP submissions received via MNP, we ensure a rapid response to OTEIP requests and a more positive user experience,” Scotty said, adding, “After a quality analysis of the OTEIP process, we were able to identify areas for increased efficiencies, established a tiger team to eliminate the backlog of OTEIP requests and reduced OTEIP request turnaround time by 78 percent.

    OTEIP provides incentive options to Sailors who volunteer to extend their Department of Defense (DoD) tour at a duty location outside of the continental U.S. (OCONUS) location by 12 months or more. The four options available to choose from are: an $80 per month special pay for each month during the period of the extension, 30 days rest and recuperation (R&R) absence during the period of extension, 15 days R&R absence, plus round trip transportation at government expense from the location of the extended tour of duty to the port of debarkation in the continental U.S. (members authorized OTEIP extensions longer than 12 months are entitled to 20 days R&R), or a $2,000 lump sum payment on the first day of the 12-month extension.

    The overhauled OTEIP process was implemented in three weeks. Eliminating duplicative work diminished unnecessary delays and allowed for a backlog of more than 400 requests to be completed in a few weeks. Using MNP for this process has improved accountability and our ability to manage the workflow. The time to process applications submitted through MNP has been reduced from over a month to seven days.

    “Through MNP, Sailors may submit an electronic OTEIP request online. Once received, MyNavy Career Center agents track the requests and provide status updates,” said Scotty. NPC encourages interested Sailors to use MNP for OTEIP and any other electronic personnel action requests. “The modernization of the OTEIP process is just one example of the many benefits from the MNP and MNCC integration. This association facilitates a blend of processes redesigned around the customer and the personal attention that improves the overall customer experience.”
