NAVFAC EXWC Honors Outstanding Leadership with Supervisor and Civilian of the Quarter

Naval Facilities Engineering and Expeditionary Warfare Center

PORT HUENEME, Calif. (Jan. 16, 2019) —Naval Facilities (NAVFAC) Engineering and Expeditionary Warfare Center (EXWC) honored two of its outstanding employees for their efforts in supporting the NAVFAC EXWC mission.
NAVFAC Public Works Operations Program Lead Carla Carrillo, and NAVFAC Construction Equipment Division (CED) Director Joseph Paris, will be individually acknowledged with a certificate recognizing their important contributions to the federal agency.
"Quarterly we pause to formally recognize the talented and dedicated federal employees that excel and inspire others to excel in their respective trade," said NAVFAC EXWC Commanding Officer Captain Michael Saum. "This is an opportunity for the command to seek those who best exemplify the values we all aspire to and whose exceptional contributions enable fleet lethality."
In May of 2018, Civilian of the Quarter awardee Carla Carrillo assumed the duties as operations program lead for public works at NAVFAC EXWC. Over the past six years as a civil servant, Carrillo has executed countless projects from inception to execution. Prior to her federal employment, Carrillo served as a Surface Warfare Officer on the USS Roosevelt (DDG-80) before supporting the Destroyer Squadron 24 Staff as the Operations Officer.
Carrillo commented that her career success is attributed to the diverse work and experience she gained while serving as active duty.
“In the field of operations, you are constantly looking for ways to be more efficient, remove challenges for the warfighter, and collaborate as a team,” said Carrillo. “My one piece of advice for those in the midst of their career, which rings true in any field, is always look for opportunities to grow and learn. The more tools you can develop to support the initiative and mission, the more successful you will be in overall supporting your team and yourself.”
After retiring from active duty as a Chief Petty Officer for the U.S. Navy, Supervisor of the Quarter awardee Joseph Paris began his next career chapter at EXWC’s CED as a contain repair program manager. At CED Paris began a joint task of training Navy Seabees to properly inspect, repair and certify all Seabee shipping containers. Paris then saw the need for more streamlined methods of supporting the warfighter, which he then began rebuilding CED from a Most Efficient Organization (MEO) to a robust heavy interim repair facility. In 2013, Paris was naturally appointed as Director of CED, where he now oversees 18 military personnel and supports the entire fleet of Pacific Theater Seabees on all levels.
“It is imperative to understand the challenges that your men and women face in the workforce, and assist them through the obstacles by providing positive guidance” said Paris. “I have to pay homage to the men and women I’ve had the pleasure to learn from—both while in the Navy. My team couldn’t support the mission without the quality and expertise from both our peers, senior personnel, and the warfighters serving our country. This reward is a true reflection of their unwavering dedication to the troops and the mission.”
Paris additionally commented that after spending 35 years as a mechanic, supporting staff and empowering them to succeed is the most important piece of a well-oiled “machine” or task force.
