    CNRFC Exemplifies Excellence in Government Civilian Employment

    Commander, Navy Reserve Forces Command (CNRFC) has once again raised the standard for government civilian employment after being named one of the top three commands in the 2018 Federal Employment Viewpoint Survey.
    This survey serves as the benchmark for the federal government and evaluates the climate of the civilian workforce. According to the U.S. Office of Personnel Management, the survey allows government employees to share their opinions about what matters most to them. All full-time, part-time, permanent and non-seasonal employees were eligible to participate in the survey.
    The survey measured three indexes: employee engagement, diversity and inclusion and global satisfaction. In two of the three categories, employee engagement, and diversity and inclusion, CNFRC ranked number one. In global satisfaction CNRFC ranks third throughout the Navy. Employee engagement, or the engagement potential of an agency’s work environment, is evaluated on three categories: leaders lead, supervisors and intrinsic work experience.
    “It measures factors that lead to an engaged workforce such as how well does the employer support employee development, communication and agency goals,” said John Rowe, Director Civilian Human Resources.
    For instance, CNRFC retained 83.7 percent positive responses when asked if senior leaders demonstrate support for work/life programs.
    The second index, diversity and inclusion quotient, asks questions geared towards five habits which indicate an organization climate that encourages inclusion.
    “Questions evaluate if the command is fair, open, cooperative, supportive and empowering,” Rowe said. “We have continued to improve our scores by making improvements in the workforce.”
    The third index is the global satisfaction index where CNRFC received 71 percent positive responses. It measures employee satisfaction with a variety of subjects including pay, job satisfaction, organization they work for and how willing they are to recommend the organization to other people.
    Safety Director Cecilia Daley, a 10-year employee at CNRFC, believes leadership plays an important part in making the command a success. “Management allows us to do our jobs and communicates very well with us,” Daley said. “I’m happy to have command leadership that fosters a good work environment.”
    Although, the command has been highly ranked for the past three years the survey still shows areas improvement.
    “Every year when we get the results we see what areas the organization can improve and what the strong points are,” Rowe said. “We were rated very well, but we know there is always room to improve communication with the workforce, and we are working on doing that.”
