SAN DIEGO -- The Fleet Liaison Office at Training Support Center (TSC) San Diego hosted command training officers and their assistants from the U.S. Pacific Fleet area of operations during its quarterly Training Officer Conference, Dec. 13.
These conferences are a coordinated effort between TSC San Diego; Commander Naval Surface Force, U.S. Pacific Fleet (CNSP); local Naval Education and Training Command (NETC) learning sites; and Space and Naval Warfare Systems (SPAWAR) Command, to assist ships in establishing long-range, continuous training readiness plans.
“The conference provides the perfect platform for the fleet to get guidance directly from organizations – such as TYCOM [type commander] or Afloat Training Group – implementing the policy,” said Lt. Cmdr. Lionel Wesley, CNSP’s force training officer. “Additionally, it allows commands across the waterfront to meet and create a network in which they can provide each other timely feedback and assistance.”
TSC San Diego provided training officers with updates on course availabilities in the Pacific, mobile training teams, special convenes, and block learning - particularly quota and orders management for Sailors who are enrolled in the program.
Units across the fleet are seeing the immediate benefits of receiving face-to-face interaction with TSC San Diego and the various NETC learning sites. For many, the conference is a useful tool in resolving training plan issues and questions which otherwise may have gone unanswered.
“TSC San Diego’s training conference is a great way for me to learn about the many different resources we have here in our new home,” said Lt. j.g. Carolyn Power, training officer, USS O’Kane (DDG 77), which recently completed a homeport shift from Pearl Harbor to San Diego. “Right now we are transitioning into the maintenance phase and it is good to get information straight from the learning sites in a collective and formal environment.”
Various local NETC schoolhouses participated, including Surface Warfare Officers School and Fleet Anti-Submarine Warfare Training Center. Each presented information about their schoolhouses and their perspective on the training pipeline, including training advice, contacts, common problems, current events and course changes.
SPAWAR and Navy Information Forces also presented updates regarding training resources for Command, Control, Communications, Computers and Intelligence systems and shipboard equipment post-installation training.
"TSC's conferences are excellent opportunities to address issues regarding fleet training requirements and schoolhouse availability," said Maureen Caballero, director, TSC San Diego Training and Readiness Department. “It also provides a venue for training officers to dialog with training providers directly. It is a one-stop shop for conflict resolution, pre-requisite clarification, and quota reservations."
