PORT HUENEME, Calif—Innovators from across government, military, industry and academia convened Nov. 28-29 in Port Hueneme to continue their quest to modernize and improve the readiness of America’s Navy.
Known as ISEA (in-service engineering agent) of the Future, the summit marked the collaborative team’s second gathering to research, identify, and implement advanced technology with the goal of delivering affordable lethality and readiness to the surface fleet.
According to Naval Surface Warfare Center, Port Hueneme Division's (NSWC PHD) Commanding Officer, Capt. Ray Acevedo, technology is a driving force behind the ISEA campaign, yet ultimately the warfighter is the beneficiary.
“As you look at technology and processes, I ask that you find ways to help sailors better help themselves,” he said. “We need to make sure ships and their crews are self-sufficient. We will be far more effective that way as an ISEA than if we focused on one area.”
Providing future capability is a major theme of the ISEA campaign, but it also focuses on implementing solutions now to increase fleet operational availability.
“We can’t wait for a perfect solution for the future,” said Jason Bickford, NSWC PHD ISEA of the Future engineering lead. “While immersive technologies are in the future, we can start virtual reality training curriculum for our sailors today. We can start using 3D printing applications and limited condition-based maintenance. All of these will have significant improvements in operational availability and cost reduction, and will ultimately aid in our ISEA of the Future effort.”
Digital transformation served as the theme for the two-day summit, which subject matter experts expounded on during their briefings. Topics explored, or rather key enabler technologies, included data science and analytics, immersive technologies, autonomy, and additive manufacturing. In addition, a vignette depicting future operations was briefly presented, giving life to the future ISEA concept. Intended for publication, the paper will be shared team-wide to ensure a focused trajectory.
“What we describe in the vision challenges and sets the requirements for what needs to be solved,” said Paul Mann, NSWC PHD Technical Director. “It will be our compass of true north for our enterprise, making sure we have similar marching orders and to track our PIM [planned intended movement].”
ISEA of the Future is a priority campaign with the third event scheduled for February 2019 at NSWC Corona. Future ISEA forums will continue to drive change until institutional agility is cultural.
“ISEA is here at Port Hueneme and abroad,” said Bickford. “We are always open to discuss new ideas. If you have an idea that we can insert into our strategy, let us know.”
