ROCK ISLAND ARSENAL, Ill. – A team of logistics and contracting professionals at the U.S. Army Sustainment Command was honored with a 2017 Secretary of the Army Award for Excellence in Contracting in Alexandria, Virginia, Nov. 29.
The Enhanced Army Global Logistics Enterprise (EAGLE) Business Office received the award in the category of Specialized Services and Construction Contracting for providing Army-wide support functions at installations across the U.S. and abroad.
“Reform has been our business since our first task order was awarded in 2012,” said Rachel Farwell, senior logistician, Acquisition Integration Management, ASC. “It’s about taking fiscal responsibility and staying true to our values.”
The EAGLE Business Team, in partnership with the U.S. Army Contracting Command-Rock Island, led the contracting reform effort to standardize and centralize installation logistics contracting. This effort resulted in the elimination of redundant contracts and the netting of approximately $320 million of cost avoidances by September 2017, according to the award nomination package.
“The great work performed by the EAGLE Business Office team has allowed [ASC] to avoid millions of dollars in cost for logistics support so those funds can be better utilized to enable Army readiness,” said Brian Almonrode, director of operations, Logistics Civil Augmentation Program, ASC.
Mark Esper, Secretary of the Army, has outlined reform as one of his top priorities. At the annual meeting of the Association of the United States Army in October, Esper said, “Reform is not an end unto itself, but rather the means by which we take control of our own destiny.”
Some of the highlights in the award nomination package included other major successes of the EAGLE contracting mechanism:
• Centralizing installation logistics contracting under EAGLE enabled ASC and ACC-RI personnel to track expenditures better, further enabling them find and eliminate redundant contracts.
• Eliminating redundant contracts helped to reduce administration costs associated with their oversight.
• EAGLE increased the visibility of logistical requirements, allowing Army personnel to forecast and plan better for the future.
• EAGLE increased the constancy of contract oversight by standardizing performance work statements, which are used for quality assurance in contract oversight.
• EAGLE expanded private competition by about 30 percent in the number of offers to fill requirements received versus legacy requests for proposals.
• Small businesses have benefited greatly within the EAGLE network. Approximately 75 percent of EAGLE’s task orders were awarded to small and disadvantaged small businesses as of 2017.
As a team primarily comprised of logistics management specialists, the EAGLE Business Office provides needed experience and advice to ACC-RIA regarding contracting competitions, Almonrode said.
The Deputy Assistant Secretary for Procurement named EAGLE as a strategic sourcing “Preferred Source” in September 2017.
“EAGLE is an important mechanism in the portfolio of capabilities ASC offers to the rest of the Army,” Farwell said. “We provide flexible, multifunctional contracting solutions to meet the strategic objectives of the Army worldwide, and we will never stop looking for ways to improve.”
ASC is the point of the spear for logistics within the U.S. Army Materiel Command, which is the senior logistics command in the Army. ASC's mission it to deliver AMC's capabilities – including materiel, equipment, services and contractor oversight – to the warfighter in the field and at home base.
