The commanding officer of the Space and Naval Warfare Systems Command (SPAWAR) Reserve Program (SRP) was promoted to rear admiral (lower half) and rotated to a new executive position within the SPAWAR enterprise Oct. 1
Rear Adm. Eric Ruttenberg assumed a new position as deputy program executive officer for the Program Executive Office for Enterprise Information Systems (PEO EIS) where he oversees a portfolio of enterprise-wide information technology programs designed to enable common business processes and provide standard information technology capabilities to the fleet.
Prior to this rotation, Ruttenberg (then Capt.) turned over command of the SRP to his deputy director, Capt. George Byrd, in a change of command ceremony Sept. 22.
The SRP is an organization made up of a diverse, high-performing team of more than 400 Reserve Sailors geographically dispersed amongst 18 units located in fleet concentration areas, space facilities, high tech centers and SPAWAR centers of excellence. The group draws on Sailors with various areas of expertise from units across the country to cost effectively deliver the right Sailor with the right skills, at the right time, to the right place.
SPAWAR Commander Rear Adm. Christian Becker outlined the importance of SRP and the vital role they play in keeping the fleet, the Navy and the Nation safe.
“While we are returning to an era of great power competition, we are also in an age of unprecedented technological advancements,” said Becker. “Our ability to provide for the security of our nation may very well hinge on our ability to deter, fight, and win in the information and space domains. SPAWAR and the SPAWAR Reserve Program are central to this fight; our country is counting on us to keep our fleet, our Navy, and our nation secure.”
During the ceremony, Ruttenberg talked about his commitment to providing the fleet with what they need effectively and efficiently now and in the future.
“Being the leader of the SPAWAR Reserve Program was a tremendous opportunity to lead a diverse set of sailors in their training, preparation, and execution to positively impact fleet readiness, enabling subsurface, surface, and air components to be mission ready,” said Ruttenberg.
Ruttenberg went on to express his confidence in Capt. Byrd’s ability to lead the SRP in their mission to support the fleet in the battle of outpacing our adversaries in all warfighting domains.
“Capt. Byrd is a tremendous leader and absolute professional with a vision that will continue to increase the ability for SPAWAR reservists to support the fleet as well as be ready to mobilize in support of our Department of Defense’s mission,” said Ruttenberg.
As the new SRP Commanding Officer, Byrd plans to continue the upwards trend of increasing fleet readiness set forth by Ruttenberg.
During fiscal year 2018 there has been an increased integration of reserve participation into the SPAWAR Fleet Readiness Directorate for large deck ship evolutions, in support of system testing, investigations and performance analysis. This mission has helped increase readiness and decrease costs by identifying issues early and freeing up active duty resources to focus on other work necessary to meet the mission.
The SRP also supported the implementation and use of the configuration validation program. The validation process provides the exact configuration for maintenance, development and installation of new Navy systems.
Additionally, SRP Network Operations Support Training teams provided training to more than 300 commands and 1700 students in the past two years.
Moving forward, the SRP will continue to play an important role in supporting both SPAWAR’s and the Navy’s mission under Byrd. As reservists, the SRP leverages education, corporate knowledge and military experience and applies those skills to the challenges SPAWAR and the fleet are facing with respect to complex command, control, communications, computer and intelligence systems.
SPAWAR identifies, develops, delivers and sustains information warfighting capabilities supporting naval, joint, coalition and other national missions. SPAWAR consists of more than 10,000 active duty military and civil service professionals located around the world and close to the fleet to keep SPAWAR at the forefront of research, engineering and acquisition to provide and sustain information warfare capabilities to the fleet.
