    Port Heavy Weather condition ZULU set for the ports of Guam, Commonwealth of Northern Mariana Islands

    SANTA RITA, Guam — In preparation for the arrival of Tropical Storm Mangkhut (26W), the U.S. Coast Guard Captain of the Port (COTP) Guam has established Port Heavy Weather Condition (PHWC) ZULU for the ports of Guam and the Commonwealth of the Northern Mariana Islands (CNMI), effective at 12 a.m. Monday. At port weather condition Zulu, The DANGER condition in which winds above 39 mph expected within 12 hours.

    In accordance with Title 33, Code of Federal Regulations (CFR), Part 160.111(c), the COTP hereby orders the following:

    All transfers of cargo, oil, or hazardous materials are suspended within the ports of Guam, Rota, Saipan, and Tinian. These restrictions shall remain in effect until lifted by the COTP.

    All marinas and the ports of Guam, Rota, Saipan, and Tinian closed to inbound and outbound traffic. These restrictions shall remain in effect until lifted by the COTP.

    All commercial vessels with written approval from the COTP to remain in port must ensure that moorings are secure and checked/adjusted as necessary. Report any unusual condition or damage to the Harbormaster as soon as possible using VHF 16.

    The COTP has closed the ports of Guam, Rota, Saipan, and Tinian, to include the territorial seas as defined by Title 33, CFR, Part 2.22(a), 12 miles around Guam, Rota, Saipan, and Tinian prohibiting any vessel movement or port facility operations without specific written approval of the COTP. This closure will remain in effect until lifted by the COTP.

    The Coast Guard will continue to Broadcast Notice to Mariners and send out a Marine Safety Information Bulletin to notify the maritime community of port condition changes.
