    The Facilities Design and Construction Center (FDCC) underwent a change of command ceremony Aug. 24, 2018 in Norfolk, Virginia. Rear Admiral Melvin Bouboulis, Assistant Commandant for Engineering and Logistics, oversaw the transfer of responsibility between outgoing commander Captain Patrick Dugan and incoming commander Captain John Barresi.

    The FDCC, with its main unit in Norfolk, Virginia and a detachment in Seattle, Washington, designs and constructs new shore facilities, such as Sector commands, multi-mission stations, mission support and training facilities, waterfront structures, aircraft hangers, and family housing. FDCC is staffed with fewer than 50 assigned personnel and manages over $500M in projects from Hawaii to Puerto Rico. Its current initiatives include reconstruction programs stemming from Hurricanes Sandy, Matthew, Harvey, Irma and Maria.

    The change of command ceremony is a time-honored tradition which formally restates the officers, enlisted, and civilians of the command the continuity and authority of the command. The occasion ensures that all hands know of the shift in authority and that a duly authorized officer is placed in charge.

    Captain Barresi recently completed a Master of Science Degree in Engineering and Management from the Massachusetts Institute of Technology and served an as Executive Assistant in the office of the Deputy Commandant for Mission Support at Coast Guard Headquarters in Washington DC. Captain Barresi is a native of Puerto Rico and was the U.S. Coast Guard Engineer of the Year in 2010. He is joined by his wife Vanessa and two children, Isabella and Jack.
