MONTEREY, Calif. -- Information Warfare Training Command (IWTC) Monterey recently appointed Lisa Haggerty as its new ombudsman.
Navy ombudsmen play vital roles in keeping families informed about their Sailor's commands. Families turn to ombudsmen for a helping hand and guidance when times get tough, usually when loved ones are out to sea.
However, at a training command like IWTC Monterey where there are no deployments, the ombudsman takes on a slightly different role. IWTC Monterey students are largely new to the Navy, as are their spouses, so they may not be aware of programs and services available to them as they navigate their first years as a Navy family. This is a primary focus of the ombudsman at IWTC Monterey.
"As a command, we recognize the contributions and support of our loved ones as the lifeblood of our readiness,” said Master Chief Cryptologic Technician (Interpretive) Chris Stevens, senior enlisted leader of IWTC Monterey. “To that end, Lisa plays a vital role in ensuring effective communication with our valued family members, and we are extremely happy to have her as a member of the team."
Haggerty was appointed by IWTC Monterey’s commanding officer (CO), and will work under the CO's guidance for the duration of her appointment.
“I am very honored and excited about being selected to represent and support IWTC Monterey’s spouses,” said Haggerty. “I look forward to meeting other spouses and showing them all the wonderful things the Navy has to offer.”
As an ombudsman, Haggerty serves as the link between command leadership and IWTC Monterey’s families. While there are no deployments, a select few students of the Defense Language Institute are afforded the opportunity to travel abroad for immersion training. Haggerty is trained to keep Sailor's families in the loop about command information, services and programs, and local quality of life improvement opportunities while their spouses are away.
"I love to help people or more accurately teach people and show people so they have the tools and knowledge to do a task on their own,” Haggerty said. “I can’t wait to show people all the things the Navy does and has for its family.”
Ombudsmen also give referrals to outside resources as necessary, and strive to help resolve family issues before the command needs to become involved. Ideally, spouses should feel comfortable reaching out to the ombudsman before contacting the CO. However, this is not always easy.
“I’ve only been at one other command and our ombudsman was not very approachable,” shared Haggerty. “This is what I do not want to happen here. I want to be available to answer any questions big or small.”

IWTC Monterey, as part of the Center for Information Warfare Training, provides a continuum of foreign language training to Navy personnel, which prepares them to conduct information warfare across the full spectrum of military operations.
