    U.S. Fleet Cyber Command / U.S. 10th Fleet

    SUFFOLK, Va. (NNS) – Capt. Victor Spears, executive officer of Navy Cyber Defense Operations Command (NCDOC), took the oath of office from Rear Adm. Bret Batchelder, director of maritime operations, U.S. Fleet Forces Command (USFFC), after he was promoted to the rank of captain during a promotion ceremony April 30.

    “When I joined the Navy, I didn’t set out to make it this far… those of you who know me, I like to always have a plan,” said Spears. “Very few people go through life or rise through the ranks without some adversity. Investing in your spiritual well-being will help you in whatever challenges you may face.”

    Promotions are an important milestone of any military career and often attended by the service member’s family and friends. During the ceremony, Spears’ family removed his commander collar devices from his uniform and replaced them with the new captain rank insignia.

    Spears then gave his commander oak leaves to Cryptologic Technician (Networks) 1st Class Meaghan Means and his shoulder boards to Yeoman 2nd Class Paul Allen. It is a Navy tradition for promoted officers to pass uniform rank insignia to junior Sailors or officers that they believe have exhibited the potential for higher leadership.

    Spears will transfer to USFFC in August 2018 to serve deputy director of intelligence and information operations.

    The mission of NCDOC is to execute defensive cyberspace operations and enable global power projection through proactive network defense. NCDOC reports operationally to U.S. Fleet Cyber Command/U.S. 10th Fleet.

    Since its establishment, FCC/C10F has grown into an operational force composed of more than 16,000 Active and Reserve Sailors and civilians organized into 26 active commands, 40 Cyber Mission Force units, and 27 reserve commands around the globe. FCC serves as the Navy component command to U.S. Strategic Command and U.S. Cyber Command, and the Navy's Service Cryptologic Component commander under the National Security Agency/Central Security Service. C10F, the operational arm of FCC, executes its mission through a task force structure similar to other warfare commanders. In this role, C10F provides support of Navy and joint missions in cyber/networks, cryptologic/signals intelligence and space.
