“Although we won recognition for the medium-sized category, we are the smallest legal office in 25th Air Force, and one of the smallest full-spectrum legal offices in the Air Force, in general,” Lt. Col. Ja Rai Williams, 70th ISRW Staff Judge Advocate said. “However, our small size is in no way an indication of the size of the footprint we have in our wing and beyond.”
Throughout the year, this nine-person team was able to accomplish exceptional tasks that covered leadership, mentorship, military justice, adverse action, civil law and ethics, all of which were deemed above and beyond at the higher command level.
From earning a ‘Best Practice’ recognition for their first-line supervisor training plan, to leading the 25th Air Force for Article 15 programs, many of their accomplishments were derived from their effort to strive to succeed in all they do, Williams said. They even went the extra mile and mobilized a team to assist in power of attorneys and will’s for off-site Airmen that were ill.
To ensure local agencies were fully prepared for adverse actions and trial, in 2015 legal office members began conducting extensive training sessions for supervisors, where they orchestrated mock trials with the assistance of the sexual assault and response coordinator and the victims advocated.
“The training is primarily designed for non-commissioned officers and company-grade officers who are first-line supervisors, but anyone was welcome to attend,” said Capt. Amy Sfara, 70th ISRW chief of military justice. “The training covered the military justice process, writing LOCs/LORs (letters of counseling or reprimand) and provided an introduction for supervisors who had no prior experience with the military justice system.”
Staff Sgt. Dylan Klenske, 70th ISRW noncommissioned officer in charge of military justice, said in 2016 they expanded learning opportunities by creating an innovative, two-hour, scenario-based training. The scenario-based format inspired meaningful discussion and cross-talk among 100 plus supervisors across the wing and was distributed among other Air Combat Command offices for use at other ACC wings, he said.
Not only did these legal professionals exceed expectations within the Air Force, Northrup Grumman has lauded the team as the “Best” and “Most thorough” legal team for tackling complex ethical issues for post-government employment review, to include being proactive and reaching out to the wing’s Airmen, locally and around the world, by producing monthly letters of legal advice.
“I am immensely proud of the men and women from the 70th ISR Wing legal office,” Williams said. “They epitomize integrity, service and excellence and make it easy for me to lead them.”
