    VICENZA, Italy – U.S. Army Africa Acting Commanding General Brig. Gen. Eugene LeBoeuf hosted a senior leader strategy session at the Golden Lion conference center on Caserma Ederle Jan. 30-Feb. 2.
    The strategy session is an annual event, held to ensure USARAF's leaders have the comprehensive information necessary to achieve long-term objectives in Africa. This year’s session focused on utilizing the reserve component for security cooperation events and exercises in Africa as a means to increase reserve operational readiness, as well as on USARAF’s mission of setting the theater. Attendees and presenters included representatives from the National Guard and reserve, as well as USARAF senior leaders.

    “We want strong, mutually-beneficial relationships moving forward, and this conference is an important step in that process,” LeBoeuf said. “USARAF has not done the best job leveraging the reserve and National Guard and that is for a myriad of reasons. We want to get better. We want to improve our long-range planning to capitalize on the capabilities of the reserve and guard.”
    One of the chief issues the reserve component faces is temporal in nature. USARAF’s attention has traditionally been focused on a 365-day time horizon, which is not long enough for National Guard and Army Reserve planning cycles.

    “For the past 18 months, my (plans team) has been leading a multi-year planning effort at the command,” LeBoeuf said. “This is expanding our planning time window out five years. Hopefully this will open up a more viable pathway for reserve component employment in the future.”

    Another issue faced by reserve component units is that members have a limited number of days available for training, as well as time away from their employers. To address this issue, USARAF is studying other combatant command models and how they source reserve components and focus maximizing reserve component units and Soldiers’ time for readiness building.

    “Other geographic combatant commands have very robust, mature processes for utilizing the National Guard and reserve in their exercises, training efforts and engagements,” LeBoeuf said.
