Chief of Naval Operations Adm. John Richardson and Master Chief Petty Officer of the Navy Steven Giordano visited Navy Cyber Defense Operations Command (NCDOC)/Task Force 1020 to learn more about Defensive Cyberspace Operations (DCO) and meet some of the Navy’s Cyber “First Responders”, March 2.
During the visit, the CNO was briefed on how cyber defenders collaborate and work together to identify, attack, and defend the Navy’s networks and systems across the enterprise. Richardson was also briefed on the current NCDOC/TF 1020 strategic plan in which objectives and lines of effort align beneath U.S. Fleet Cyber Command (FCC)/U.S. 10th Fleet’s Fleet Design for Cyber Defense that defines how the fleet, the Navy's highest tactical echelon, will fight and win the wars of the future. NCDOC/TF 1020 cyber defenders depend on a unified and coherent defensive strategy for the defense of the Navy’s networks.
Specifically, Battle Watch Captain, Lt. Dan Ballance, briefed the CNO on how NCDOC/TF1020 coordinates, monitors, and oversees the defense of Navy computer networks and systems as the Navy Cyber Security Service Provider (CSSP). The focus of the visit centered on the CNO’s discussion with the Sailors and civilians who execute DCO at NCDOC/TF 1020. Sailors discussed DCO training offered at NCDOC and the opportunities to work with other Navy Cyber “First Responders”, such as Cyber Protection Teams (CPT) and Navy Criminal Investigative Service (NCIS), in which they apply their training directly to cyber operations.
NCDOC/TF1020 Commanding Officer, Capt. Julia Slattery stated, “It’s the talent and skills of these Sailors – specifically, the way they think both creatively and collaboratively – that is the Navy’s biggest weapon.”
The CNO concluded by thanking the team, “MCPON and I want to thank you for the fantastic work conducting defensive cyberspace operations, especially in the rapidly changing world in which we live. Your mission has evolved beyond your original scope and you have answered the call without a plus up of resources or manpower. This is a testament to your dedication and professionalism. We thank you and we truly respect you for it.”
The mission of NCDOC/CTF 1020 is to execute defensive cyberspace operations and enable global power projection through proactive network defense and reports operationally to FCC/C10F.
U.S. Fleet Cyber Command serves as the Navy component command to U.S. Strategic Command and U.S. Cyber Command, and the Navy’s Service Cryptologic Component commander under the National Security Agency/Central Security Service. Fleet Cyber Command also reports directly to the Chief of Naval Operations as an Echelon II command.
U.S. 10th Fleet is the operational arm of Fleet Cyber Command and executes its mission through a task force structure similar to other warfare commanders. In this role, C10F provides operational direction through its Maritime Operations Center located at Fort George Meade Md., executing command and control over assigned forces in support of Navy or joint missions in cyber/networks, electronic warfare, cryptologic/signals intelligence and space.
