Fleet Cyber Command Announces Civilians of the Year

FORT GEORGE G. MEADE, Md. (NNS) – U.S. Fleet Cyber Command / U.S. 10th Fleet (FCC/C10F) recently announced Mr. William Lovejoy and Mr. Carlos Parter as the recipients of the Senior and Junior Civilians of the Year award for 2017.

Lovejoy manages the N1 team of subject matter experts in the execution of cryptologic training initiatives for FCC/C10F and mentors the Command Training Officer ensuring the training program supports completion of mandatory training and provides opportunities for development of the workforce.

"I am extremely proud of the exceptional work Bill has done at Fleet Cyber Command over the past year,” said Tim Bovill, FCC/C10 N1 directorate head. “His dedication and commitment to our entire staff in the development and execution of training plans, and in the navy's cryptologic training, have helped ensure FCC/C10F is able to maintain a well-trained and capable operational force. His accomplishments have contributed significantly to our ability to be successful in our vital mission."

Parter is the Navy Authorizing Official Support Agreements Manager. He developed and tracked dozens of authorizing official memoranda of understanding and inter-service support agreements.

"We are extremely proud of Carlos' performance and contributions to our mission throughout the year," said Mr. Neal Miller, Navy Authorizing Official. "As our NAO Support Agreements Manager, Carlos developed - often from scratch - and coordinated the completion of dozens of formal agreements between Fleet Cyber Command and authorizing officials in other Services and DOD agencies. His dedication, initiative, commitment, and keen cyber security focus have made a lasting contribution and transitioned a broad concept for bilateral support agreements between authorizing officials in the Navy, Army, Air Force, Marine Corps and Combatant Commands, to reality."

Lovejoy and Parter were selected from a field of the 10 best civilians at FCC/C10F who were nominated by their directorates.

“This is never an easy selection. We have a host of professionals in our organization worthy of this recognition,” said Capt. James Mills, FCC/C10F chief of staff. “Throughout 2017, Mr. Lovejoy and Mr. Parter demonstrated extraordinary initiative and dedication in their duties and deserve to be selected as Senior and Junior Civilian of the Year.”

Since its establishment, FCC/C10F has grown into an operational force composed of more than 15,000 Active and Reserve Sailors and civilians organized into 29 active commands, 40 Cyber Mission Force units, and 29 reserve commands around the globe. FCC serves as the Navy component command to U.S. Strategic Command and U.S. Cyber Command, and the Navy's Service Cryptologic Component commander under the National Security Agency/Central Security Service. C10F, the operational arm of FCC, executes its mission through a task force structure similar to other warfare commanders. In this role, C10F provides support of Navy and joint missions in cyber/networks, cryptologic/signals intelligence and space.
