It's a nationwide DOD sponsored campaign designed to encourage military members to save.
At Goodfellow Air Force Base in Texas, William Gathecha with the Airmen, Family and Readiness Service says, "there are workshops conducted by certified financial planners that give pointers to military members on how to better manage their money by exercising self control, discipline and wisdom."
The campaign continues through March 9, 2018
