    Kabul Security Force and Afghan officials talk enhanced security in Kabul

    KABUL, Afghanistan – Officials with Kabul Security Forces met with Col. Abdul Hashmatullah, the newly-appointed Police Unit 01 (PU01) commander, and members of his unit in Kabul, February 2018, to discuss KSF’s new mission over the development and sustainment of the Enhanced Security zone.

    This introductory meeting with the new PU01 commander focused on security concerns, personnel, available facilities, future training and other needs in order to assist in efforts of strengthening the overall security of Kabul, making PU01 a critical piece in securing Afghanistan’s capital for the long term.

    “My goal is to bring security here again,” Hashmatullah said during the meeting. “We have to put more power on the outer layers of security.”

    The establishment of the ESZ stemmed from the German Embassy attack in May 2017, where leaders deemed it necessary to expand security beyond the Green Zone after over 150 people were killed and more than 400 wounded.

    Now, with an increase of recent attacks and heightened threats in Kabul, the ESZ has officially transitioned to KSF’s operational control, where police advisors under KSF will train, advise and assist ANP assets within PU01 as part of NATO’s Resolute Support Mission.

    “The police advisors are hand-selected for their understanding of the tactical as well as civil aspects of municipal policing in high-stress and high-operational tempo locations,” said Frank Vigus, lead of the Joint Improvised threat Defeat Organization for the ESZ. “Their ability to mentor and assess the competencies and confidence of the police officers that comprise of PU01 allow for a focused approach to training that is unique to this unit.”

    The goal, with the assistance of KSF, is to improve the security of the local and international communities so that it is safe enough for them to live and operate throughout Afghanistan. Reaching that goal, however, requires multiple lines of effort, including screening ANP personnel, planning and executing training at all levels, having a centralized location to control operations and advising until the foreseeable future.

    “PU01 has both responsibilities for host-country diplomatic security as well as Kabul Green Zone security, varying from static checkpoints to mobile patrols,” Vigus said. “This layered approach and critical alignment of the subject matter experts and proven applications of blocking, screening, professionalization within PU01 will allow transference to the City Gate Kandaks and police districts within Kabul to rapidly gain the competence and confidence to enhance security Kabul-wide.”
