    NAVREG SW RCC Announces Sailors of the Year

    Capt. Paul Gilmartin congratulated Hospital Corpsman 1st Class (SW/FMF) Mark Rivas as NAVREG SW RCC SOY and Personnel Specialist 2nd Class Mary Joy Samaniego, respectively as NAVREG SW RCC JSOY.

    “I was honored to be selected as the Sailor of the Year,” said Rivas. “This is a testament to the hard work and dedication of my medical team, my peers, my leadership and the RCC SW staff that continued to push me to do better. This is for them and everything they have done to get me here.”

    Rivas, a Lakeside, California native, is the medical department leading petty officer and a command assistant fitness leader.
    The command SOY and JSOY were selected by a chief petty officer panel through a formal interview process testing their knowledge of U.S. naval history, programs and policies, basic military requirements, current events and leadership. Military bearing and record of job performance were also considered.

    “This was one of the proudest moments of my career,” said Samaniego. “I was extremely nervous before the board, but quickly gained my confidence. In my opinion, being confident in yourself and your abilities is the key to success and this is something that I will share with my peers and junior Sailors who hope to earn this achievement as well.”

    Samaniego, a Vallejo, California native is the manpower department assistant leading petty officer.

    “The competition was strong and we have a lot of outstanding motivated Sailors at this command,” said Command Master Chief (AW/SW) Marty Magana. “It was a difficult process but these Sailors continue to rise to the occasion. Not only are they the best RCC SW has to offer, but two of the best our Navy has to offer.

    The Chief of Naval Operations established the SOY program in 1972 to recognize the outstanding Sailors of the Atlantic and Pacific Fleets. The program is designed to recognize the best all-around Sailors from the ranks of E-4 through E-6.
