    As you know, the Department of the Navy's mission is to recruit, train, equip, and organize to deliver combat ready Naval forces to win conflicts and wars while maintaining security and deterrence through sustained forward presence.

    This would not be possible without our valuable contributions built on a strong foundation of teamwork.

    This past year was no exception. I can attribute everything we have done as an organization this year directly to teamwork. I am so very proud to serve with each of you.

    Through all of our accomplishments in 2017, we were also presented great opportunities to collaborate and find solutions:

    In Fiscal Year 2017, OCHR filled 45,797 positions, processed 887,000 personnel transactions and issued guidance on six new direct hire authorities. Our Civilian Benefits Center completed more than 136,000 benefits transactions and the Employee Information Center responded to more than 79,000 contacts. Currently there are 1,284,000 applicants in the system and approximately 18,000 pending recruitment actions. These numbers are amazing, and it's your teamwork that ensures we can handle the volume!

    In response to the Federal hiring freeze, OCHR developed a streamlined exemption process and created a centralized tool to quickly identify civilian positions in the recruitment process deemed critical to meeting the Department of the Navy's national security and public safety responsibilities. Both the process and the tool alleviated the impact of the Federal hiring freeze on the Department of the Navy, as OCHR was able to coordinate exemption requests and hire mission critical personnel. Ultimately, OCHR processed more than 40,000 requests through the tool resulting in SECNAV approval of 39,371 hiring freeze exemptions.

    This summer, OCHR graduated one of its largest classes of the Department of the Navy's HR and EEO Development Program, and this year's class is again robust at about 40 participants. Developing the next generation of skilled and knowledgeable HR and EEO professionals ensures a strong future for not only our community, but also for the Department.

    The hurricane season tested our nation's fortitude and hit close to home for many on our team. Hurricanes Harvey, Irma and Maria devastated parts of the United States, Puerto Rico and the Bahamas. For the first time, the Federal Emergency Management Agency (FEMA) sought volunteers across the entire Federal workforce to provide assistance at call centers and local Disaster Recovery Centers in support of the communities affected by these storms. OCHR facilitated civilian support and many Department of the Navy civilians stepped up to unselfishly volunteer to meet these challenges head-on. Ultimately, 47 Department of the Navy civilian volunteers deployed in support of FEMA operations. Some of these men and women are still serving abroad and should be remembered and thanked, especially during the holiday season.

    In the coming year, we will remain focused on supporting the Department of the Navy's mission and will take deliberate action to connect our efforts to that mission. Early in the year, we will redefine our Key Desirable Results and review our mission and vision statements to focus on singular, inclusive messaging. We will also focus on communications within our organization to ensure we continue to receive, analyze and improve from your feedback.

    The new year has significant opportunities in store for us, and as a team, we can accomplish anything. I continue to be proud of our efforts.
