Training Support Center Hampton Roads Commences Block Learning Support

Training Support Center Hampton Roads (TSCHR) has confirmed the first quotas for Sailors returning to training during their first operational tour under the new Block Learning (BL) stage of Ready, Relevant Learning (RRL).

Although quota processing is nothing new for training support centers (TSC), the requirement to now manage quotas traditionally overseen by Navy detailers is a significant change to the TSCs role in fleet readiness. It now includes tracking graduates, confirming quotas with unit training officers, and providing the temporary additional duty funding when cost orders are required to bring Sailors back to a training location for formal rate training during their first and second operational tours.

The BL stage changes the Navy’s current practice of front-loading individual rating training to a more disbursed, modular delivery that will span across a Sailor's career-long learning continuum. Navy ratings which have been approved for this modular delivery are transitioning from the traditional delivery of all accession level “A” and “C” school training prior to the arrival at the first command to individual “Blocks” of training engineered to deliver only the degree of content required by the rating at a specific point in the Sailor's career.

Training to provide the knowledge and skills required by new accession Sailors during the first two years of their initial assignment are completed en route to their first command during the Block 0 phase. Subsequent training during the first (Block 1) and second (Block 2) operational tours are coordinated by unit training officers working closely with the TSCs.

Due to their extensive and highly effective fleet training liaison function, the TSCs in Hampton Roads and San Diego have been assigned the lead agents for quota management for Block 1 and Block 2 training and are the direct points of contact for unit training officers who are responsible for coordinating training quota assignments based on an individual Sailor’s rating, course availability, and unit operational schedule.

“TSCHR is ready to roll,” said Melva Moore, TSCHR BL manager. “We have staffed this new concept of operations with the type commanders and numerous unit training officers for the past 18 months and feel we have an effective and efficient process to get our Sailors trained on time. Our workforce is onboard and already engaging Navy commands both afloat and ashore, ensuring they understand the new requirement and processes.”

TSCs are part of the Naval Education and Training Command (NETC), which is the largest shore command in the Navy and is comprised of more than 12,000 military and staff personnel at more than 230 subordinate activities and detachments in the United States and at remote sites overseas. NETC provides training and education to more than 31,000 students on any given day.

Sailor 2025 is comprised of nearly 45 initiatives to improve and modernize personnel management and training systems to more effectively recruit, develop, manage, reward, and retain the force of tomorrow. It is focused on empowering Sailors, updating policies, procedures, and operating systems, and providing the right training at the right time in the right way to ensure Sailors are ready for the Fleet. Sailor 2025 is organized into three main lines of effort, specifically Personnel System Modernization, Ready Relevant Learning and Career Readiness.
