    Naval Education and Training Command

The Naval Education and Training Command (NETC) named its top performing civilian employees for the third quarter Dec. 11.

Roy Wilde, the learning standards officer (LSO) at NETC Fleet Integration, Learning and Development division, Virginia Beach, Virginia, was selected as the Senior Civilian of the Quarter (COQ) and Michael Michaud, a training specialist from NETC Learning Site (LS) Dam Neck, was selected as the Junior COQ.

As the LSO, Wilde provides supervision and guidance on curriculum, instruction and evaluation management for seven courses delivered world-wide through learning sites supporting over 35,000 students annually. These include Navy Instructor Training Course (NITC), Command Career Counselor, Command Drug and Alcohol Program Advisor (DAPA), Alcohol Drug Abuse Managers/Supervisors (ADAMS) for Leaders, Command Managed Equal Opportunity (CMEO), Urinalysis Program Coordinator and LifeSkills.

Additionally, Wilde manages the validation of annual training requirements, scheduling and database requirements. During the award period he was the technical point of contact for a General Military Training modernization project in support of Ready, Relevant Learning, which is part of the Navy's Sailor 2025 initiative to provide Sailors the right training at the right time in the right place.

"Mr. Wilde played a vital role in developing short and long-range strategies to ensure our in-house curriculum development capability is timely and accurate," said Cmdr. Shannon Stanton, branch head director of training. "To support the effort, he provided astute oversight for all phases of course development and the execution of our curriculum support contract."

As a retired senior chief fire controlman, Wilde said he enjoys the opportunity to continue contributing to the training of naval personnel.

“My recommendation to junior Sailors is to set their goals high, work hard to achieve them and stay focused,” said Wilde.

In his spare time, Wilde serves on the board and volunteers for a local non-profit animal rescue organization that provides healthcare and adoptions for several hundred dogs and cats annually.

Michaud, originally from Simi Valley, California, is assigned to NETC LS Dam Neck. He is a qualified master training specialist (MTS) and instructed five NITCs; three CMEO courses; one Command DAPA course; and one ADAMS for Leaders course during the third quarter.

According to Master Chief Fire Controlman (Aegis) Mike Jedrykowski, NETC Learning Site Dam Neck senior enlisted leader, Michaud is the only civilian at the schoolhouse qualified and mastering all of the courses they provide.

“Mike is an excellent instructor and wholeheartedly the best public speaker I have ever observed,” said Jedrykowski. “The energy and enthusiasm he projects is very contagious. It makes all those who work with him and the students he influences, want to do all that much better.”

In addition to instructing students, Michaud played a key role in assisting course managers and headquarters personnel with the change and revision of outdated course materials. He was responsible for implementing a new CMEO instruction and Sexual Assault Prevention and Response instruction.

Michaud retired from active duty last year as a chief aviation boatswain’s mate handler after serving 20 years in the Navy. He said he draws on that experience as he mentors other instructors and manages the MTS program.

Michaud said he gets his inspiration from his children and parents.

“My kids make me want to be the best dad and man I possibly can be,” said Michaud. “I try to show them that hard work, dedication and perseverance will pay off if you apply yourself and be the best person you can be. My parents always encouraged me to do my best and be proud of who you are and what you are capable of. They instilled in me hard work and dedication, and if you are going to do something, you give it a 100 percent and never quit.”

Even after hours, Michaud strives to make a positive impact helping others as he volunteers at Ocean Lakes High School in Virginia Beach through a school program that guides students and assists teachers in helping students achieve their higher education goals.

NETC is the largest shore command in the Navy and is comprised of more than 12,000 military and staff personnel at more than 230 subordinate activities and detachments in the United States and at remote sites overseas. NETC provides training and education to more than 31,000 students on any given day.
