PORTSMOUTH, Va. (Nov. 28, 2017) - Navy Medicine East (NME) announced 2017 Sailors of the Year for its headquarters November 22.

Among a field of highly competitive Sailors, a panel of senior enlisted leaders selected the top two: Senior Sailor of the Year Hospital Corpsman 1st Class Rudy Castillo, NME Plans Operations and Medical Intelligence (POMI) Office; and Junior Sailor of the Year Mass Communication Specialist 2nd Class Stephane Belcher, NME Public Affairs Office.

Selection criteria were based on exemplary performance, professional achievements, community involvement and educational accomplishments. Although only two nominees could be selected as winners, all candidates epitomize the Navy’s core values of honor, courage and commitment.

Sailors who competed for from NME’s headquarters Sailor of the Year recognition, included: Hospital Corpsman 1st Class Jennifer Swann, NME Operational Support Office; Hospital Corpsman 2nd Class Maria Almazar, NME POMI Office; and Yeoman 2nd Class Jeffrey Svajdlenka, NME Office of the Chief of Staff.

“I want to congratulate our Sailors of the Year and all of our nominees. They represent Navy Medicine’s finest Sailors,” said NME Command Master Chief Michael Hinkle. “Their passion and dedication exemplify what’s needed to ensure our Sailors, Marines and their families are healthy, ready and on the job.”

Castillo and Belcher will both receive Navy and Marine Corps Achievement medals for their outstanding contributions.

Together with other Sailor of the Year winners from across NME’s area of responsibility that spans the eastern hemisphere, Castillo and Belcher both move on to NME’s regional Sailor of the Year competition, currently underway. The winners from NME’s regional competition will continue to the U.S. Navy Bureau of Medicine and Surgery’s Sailor of the Year competition in January.

The Chief of Naval Operations established the Sailor of the Year Program in 1972 to recognize one Sailor who represented the best of the Navy by demonstrating both professional and personal dedication. When the program began, only the Atlantic and Pacific Fleet Sailors were recognized. In 1982, the program was expanded to include the shore establishments Navy-wide and Navy Reserve Sailors.

Each year, every Navy ship, station and command around the world chooses its Sailor of the Year based on leadership, professionalism, dedication and superior performance.

NME oversees the delivery of medical, dental and other health care services to approximately one million patients across almost 100 facilities—including the Tidewater Military Health System which brings together McDonald Army Health Center, Naval Medical Center Portsmouth and U.S. Air Force Hospital Langley. Plus, its public health activities extend globally. For more information, visit www.med.navy.mil/sites/nme.

Navy Medicine is a global health care network of more than 63,000 Navy medical personnel around the world who provide high quality health care to more than one million eligible beneficiaries. Navy Medicine personnel deploy with Sailors and Marines worldwide, providing critical mission support aboard ship, in the air, under the sea and on the battlefield.
