    NMCSD Leading MTFs in Logistics Metrics

    Naval Medical Center San Diego (NMCSD) is among the top four leading medical treatment facilities (MTF) across all logistics metrics for July and August 2017.

    Every successful business relies on efficient and fiscally responsible operation. The Navy Bureau of Medicine and Surgery (BUMED) measures efficiencies through a set of metrics such as the master catalog synchronization rate, strategic sourcing effectiveness, and other criteria, according to milSuite.com, a metrics website.
    “To be in the top four of all MTFs means we are doing our job exceedingly well,” said Capt. Edrion Gawaran, Material Management department head. “BUMED essentially keeps a scorecard of what they expect in terms of logistics management, and in comparison to all of the other (Navy) commands we lead the way.”
    BUMED evaluates each facility on its ability to comply with eCommerce using the available tools. NMCSD staff order supplies electronically through the existing supply chain. The process requires significant attention to detail by staff, or equipment and supply delivery will be delayed.

    “This makes me more confident in our purchasing power,” said Cmdr. Leah Geislinger, Director Clinical Support Services. “We are more efficient in purchasing state of the art equipment and getting the tools we need to provide safe, quality care to our beneficiaries. At the same time, Capt. Gawaran and his team are watching and ensuring we are being good stewards of our taxpayer’s money.”

    NMCSD was also notably among the top three performers for eCommerce at 97.5 percent, according to milSuite, a metrics website. Many factors play into achieving and maintaining this high standard.

    “One example of this is standardization, which relates to patient safety,” said Gawaran. “We want to ensure the equipment and supplies we are using across the enterprise are standardized. We want our staff to use equipment and supplies they are familiar with to ensure our patients receive the safest and best possible care. We are striving to stay a highly reliable organization. Consistency and standardization help keep us ready for any situation.”

    BUMED also challenged each command to bring government card usage to fewer than 8 percent. NMCSD went beyond this standard and brought card usage down to about 4 percent.

    “We’ve been consistent with this number,” said Gawaran. “We strive to exceed the average. This in particular is important because we want to minimize government purchase card usage to reduce the risk of the Navy paying extra interest. As an enterprise, we help prevent hundreds and thousands of dollars of interest yearly.”

    The NMCSD Logistics Team plans to continue their high standard across all metrics, according to Gawaran.

    “As a command we strive to perform at our best and to put patient care first, always,” said Gawaran.
