    Product support is one of the many areas where Naval Surface Warfare Center Port Hueneme Division (NSWC PHD) excels when supporting the United States Navy. This would not be possible without the dedicated and experienced logisticians who enable the fleet to thrive.

    Senior Supportability Manager, Diane Scoggins, epitomizes this role having served the warfighter for more than 31 years. As a result of her selfless efforts, Scoggins received a Warfare Center Knowledge Sharing Award, making her NSWC PHD’s sole recipient of an individual award.

    According to Scoggins, she is humbled to receive an award for a subject she fully endorses.

    “I am very appreciative and humbled to win this award,” she said. “Knowledge is one of the most important strategic resources in our organization. Sharing our knowledge, not only internally within the confines of NSWC PHD but externally to our fellow warfare centers, is something we should all strive to do when and where it makes sense.”

    Most notably, Scoggins is recognized for her ability to bring people together to promote a knowledge-sharing culture. While leading the Warfare Center Logistics Community of Practice (WC LOG CoP), a group that develops logistics solutions in support of the warfighter, she conducted a continuous process improvement event focused on creating common processes for configuration management (CM). Scoggins’ ability to coordinate and lead a group of subject matter experts resulted in multiple, streamlined CM processes, saving the Navy $8.5 million.

    At the request of Program Executive Office Integrated Warfare Systems Above Water Sensors (PEO IWS 2.0), Scoggins accepted the challenge to identify programmatic logistics deficiencies in the AN/SLQ-32(V)6 program. Once again, she employed her CPI skills and led a Deep Dive Value Stream Analysis team that identified areas for improving relevant technical and user manuals. Best practices and processes were then shared with NSWC Crane and PEO IWS 2.0 counterparts to accelerate the transfer of knowledge, promulgating Vice Adm. Thomas Moore’s high-velocity learning initiative.

    Beyond her duties at work, Scoggins mentors 23 personnel across the enterprise, sharing her personal and professional experiences to ensure others obtain success. She attributes much of her own success to specific individuals over the years, saying “I have had senior leaders and mentors who have profoundly impacted my professional development, held me accountable, and encouraged me to push the envelope.”

    For this reason, Scoggins helps others do just the same.

    “Mentoring,” she explained, “is a very important part of my responsibility as a leader at NSWC PHD and I truly enjoy the relationships that have grown over the years. I take it very seriously and work hard to ensure my folks are getting what they need from me. I consider it a great honor to be a mentor.”
