    PORT HUENEME, Calif.—Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) Computer Engineer, Adnan Mian has been selected to receive a student paper award at the 45th annual Telecommunications Policy Research Conference (TPRC45) held September 8-9 in Arlington, Virginia, at George Mason University Law School.

    Mian’s winning paper, “Tomorrow’s Backhaul: Comparative Analysis of Backhaul Cost for Next Generation Mobile Broadband”, was selected as one of the top three entries for the contest.

    Mian, who works in the Network and Digital Systems Division of the Air Dominance Department, is team lead for Conditional Based Maintenance Plus (CBM+), a product life-cycle management application for preventative maintenance of weapons systems. Electronic prognostics and failure prediction is a critical aspect of his position. Mian attributes his career success to opportunities provided while working at NSWC PHD.

    “I recommend diversifying your skills and interacting with other departments to find out what they are doing,” said Mian. “NAVSEA (Naval Sea Systems Command) has provided me with the opportunity to continue my education and get my Ph.D.” Mian holds a doctoral degree in telecommunications from the University of Colorado, Boulder. “It was a long journey,” said Mian. He also became a certified Six Sigma black belt at NSWC PHD.

    “I would not have the opportunity to learn about Lean, Six Sigma if I did not work here,” said Mian, “It has allowed me to contribute to the Warfare Center effort to help Lean processes.”

    Originally organized by the Office of Telecommunications Policy, TPRC was founded in 1972 by regulators, researchers and representatives from various academic backgrounds, including business, science, engineering, economics, law, and social sciences to promote dialogue and address industry and scholarly issues pertaining to communications policy. According to the organization’s website, tprcweb.com, “TPRC promotes interdisciplinary thinking on current and emerging issues in communications and the internet by disseminating and discussing new research relevant to policy questions in the U.S. and around the world.”
