    Naval Information Warfare Systems Command (NAVWAR)

    SAN DIEGO -- The Undersea Integration Program Office (PMW 770) held a change of command (CoC) at the Naval Base Point Loma Old Town Complex. During the ceremony Capt. Ed Anderson was relieved by Capt. Michael Boone April 21.

    Navy Band Southwest provided the music, national anthem, and ruffles and flourishes typical of a change in leadership ceremony. Six side-boys honored the arrival and departure of the official party including guest speaker Rear Adm. Christian “Boris” Becker, commander, Space and Naval Warfare Systems Command along with Program Executive Office Command Control Communications Computers and Intelligence (PEO C4I) Executive Director John Pope III, Senior Executive Service.

    “A change of command is a time to celebrate the accomplishments of a great leader and a great command,” said Becker. “Capt. Ed Anderson has had the privilege of leading the 770 team since December 2014. He’s done an exceptional job and his team has achieved some remarkable accomplishments,” he said. Becker also congratulated Anderson on his selection to rear admiral lower-half.

    Pope presided over the ceremony on behalf of Rear Adm. Carl Chebi, program executive officer for PEO C4I. “It is both and honor and a privilege to preside over this ceremony today on Rear Adm. Chebi’s behalf,” said Pope. “PMW 770 was stood up a little over 11 years ago. Prior to that they were PMW 173, The Submarine Communications Program Office,” he continued as he described his history of working with PMW 173 and now PMW 770.

    Mark Mukanos, PMW 770 deputy program manager, acted as the master of ceremonies, invoking emotion from Anderson as he thanked him for his support and expertise over the years.

    “It has been absolutely eye watering to watch Mark shape, mold and massage this program office and others around us,” said Anderson before comparing Mukanos’ role as player/manager within PMW 770 to that of baseball legend Pete Rose. Mukanos appeared to keep his cool in the face of such praise.

    Anderson also expressed his deepest thanks and appreciation for his wife, Lori, for her support during an almost 30 year career and marriage. “We’ve been on an awesome and weird rollercoaster together for almost three decades. She has been my alter-conscience and gut check for all that time,” he said. Anderson also thanked two other special ladies in his life, his mother Margaret and sister Becky. The majority of his speech was dedicated to thanking those who supported him both in and outside the Navy because he regretted not doing so adequately at a previous CoC.

    After thanking his family and friends Anderson thanked the PMW 770 team. “I am going to take a minute to talk about leadership and I don’t mean leadership with the big “L”, the ones at the top of the food chain, it’s the one with the little “l” that takes energy, vision, commitment, some measure of risk tolerance, which is a learned behavior, and a large helping of, I don’t care how it’s always been done,” said Anderson of his team’s ability to rise to challenges. The PMW 770 team has been recognized by the Navy for their innovation excellence in acquisition, receiving two major awards in 2016.

    During the ceremony Pope presented Anderson with the Legion of Merit for his remarkable accomplishments and presided over the ceremonial turnover between Anderson and Boone.

    Boone kept his remarks short, but he emphasized how serious he feels about his latest responsibilities. “The submarine force sits at the forefront of any future conflict and will be the first called upon to action in almost any war,” said Boone. “The tools you provide, design and oversee must allow our team to get the direction they need,” he said.

    Anderson left the CoC ceremony a little different than when he arrived. After the ceremony Becker attached the aiguillettes to Anderson’s uniform signifying his position as his executive assistant. Anderson is now assigned to SPAWAR until officially promoted to rear admiral and reassigned to a flag level position.
