PORT HUENEME, Calif. –The first class of Public Works Department (PWD) Intermediate students graduated March 31 at Naval Civil Engineer Corps Officers School (CECOS) onboard Naval Base Ventura.
The PWD Intermediate course provides midgrade CEC officers and civilians the training required to perform as a director for the Facilities Management Division (FMD), Facilities Engineering and Acquisition Division (FEAD), and Production Division in a NAVFAC Public Works Department.
This new course was designed to fill a gap in available training between the PWD Basic and PWD Advanced courses in the Public Works Officer continuum.
“After introductory training and several years of experience, engineering officers are expected to have a deeper understanding of the varying aspects of Public Works,” said PWD Intermediate Instructor Charles Witta. “The questions raised and further discussion in the intermediate course allow the students to delve deeper into the operations that are not apparent by simply reading the Concept of Operations or a PWD Management Guide. Scenarios in class provide a greater understanding to the challenges a Public Works Officer faces.”
The one-week PWD Intermediate course topics cover acquisition, emergency coordination, finance, maintenance, personnel, transportation, and utilities related to facilities management.
The Production Officer at Naval Facilities Engineering Command (NAVFAC) Washington, LCDR David Hubble, attended the Intermediate course with 28 other officers and 11 NAVFAC civilians.
“It was nice to meet some of my peers from other areas of the country and go over the finer points of running a PWD with the knowledgeable CECOS instructors,” said Hubble. “I think this material will prove to be a good base line for me going into the new position and provide me with the knowledge for a successful tour.”
PWD Intermediate is offered as the second course of the Public Works Officer continuum and is open to active duty CEC officers and civilians. Two classes are scheduled to run in March and August of fiscal year 2018.
